Reference is made to that certain trust deed made by
SHAWN BRADLEY BIELEC, also known as Shawn Bradley
Bielee, as Grantor, Land Title Company of Grant County,
Inc., as Trustee, and NORMAN R. BEZONA and SHELLEY P.
BEZONA, husband and wife, as the Beneficiary under that
certain trust deed dated July 5, 2005, recorded July 6, 2005
as Document No. 2005 1647, Records of Grant County,
Oregon. Said trust deed covers the real property more fully
described on Exhibit “A” attached hereto and incorporated
herein by reference.
The undersigned hereby certifies that no other
assignments of the trust deed by the trustee or by the
beneficiary and no appointments of a successor trustee
have been made except as recorded in the mortgage
records of the county or counties in which the above-
described real property is situated, further, that no action
has been instituted to recover the debt, or any part thereof,
now remaining secured by the trust deed, or, if such action
has been instituted, such action has been dismissed except
as permitted by ORS 86.752(7).
Appointment of Successor Trustee, appointing Floyd C.
Vaughan as successor trustee has been recorded in Grant
County records.
Both the beneficiary and the trustee have elected to
sell the real property to satisfy the obligations secured by
the trust deed and a notice of default has been recorded
pursuant to Oregon Revised Statutes 86.752; the defaults
for which the foreclosure is made are grantor’s failure to pay
when due the following sums:
Monthly payments of $600.00 each payable to Beneficiary
which are unpaid and past due for each month from July 5,
2011 to date and are ongoing.
• Real property taxes for the secured property which
because of Grantor’s non-payment has resulted in a
foreclosure by Grant County which sums payable for
property taxes to Grant County include the principal amount
of unpaid taxes and statutory interest thereon totaling
NINE THOUSAND NINE HUNDRED FORTY FIVE AND
96/100 DOLLARS ($9,945.96) through March 21, 2017, plus
foreclosure costs incurred by Grant County such as, but not
limited to, publication fees, and ongoing interest. The exact
amount past due or delinquent and any related information
concerning the amounts required to cure such delinquency
may be obtained by calling the Grant County Tax Collector
at 541-575-0189. The property tax account is Reference
No. 1117. In the event Beneficiary pays these sums to
avoid loss of the property, the amount payable to cure such
property tax delinquency may be obtained by calling the
undersigned successor trustee at 541-523-4444.
• Those amounts due for casualty insurance premiums
to avoid cancellation of coverage which Grantor has failed
to pay as required by the terms of the trust deed. If the
Beneficiary has paid these sums, the amount payable to
cure such casualty insurance delinquency may be obtained
by calling the undersigned successor trustee at 541-523-
4444.
By reason of the defaults just described, the beneficiary
has declared all sums owing on the obligation secured by
the trust deed immediately due and payable, those sums
being the following, to-wit:
The principal sum of SIXTY THREE THOUSAND FIVE
HUNDRED EIGHTY AND 55/100 DOLLARS ($63,580.55)
plus interest from June 8, 2011 at the rate of eight per cent
(8%) per annum to the date of payment, plus applicable late
fees.
WHEREFORE, notice is hereby given that the undersigned
trustee will on October 26, 2017, at the hour of 10:00
o’clock, A. M., in accord with the standard of time
established by ORS 187.110, on the Front Steps of the
Grant County Courthouse at 201 S. Humbolt Street, Canyon
City, Grant County, Oregon, sell at public auction to the
highest bidder for cash the interest in the real property
above which the grantor had or had power to convey at the
time of the execution by grantor of the trust deed together
with any interest which the grantor or grantor’s successors
in interest acquired after the execution of the trust deed,
to satisfy the foregoing obligations thereby secured and
the costs and expenses of the sale, including a reasonable
charge by the trustee. Notice is further given that any
person named in ORS 86.778 has the right, at any time
prior to five days before the date last set for the sale, to
have this foreclosure proceeding dismissed and the trust
deed reinstated by payment to the beneficiary of the entire
amount then due (other than such portion of the principal
as would not then be due had no default occurred) and by
curing any other default complained of herein that is capable
of being cured by tendering the performance required under
the obligation or trust deed, and in addition to paying those
sums or tendering the performance necessary to cure the
default, by paying all costs and expenses actually incurred in
enforcing the obligation and trust deed, together with trustee
and attorney fees not exceeding the amounts provided by
ORS 86.778.
In construing this notice, the singular includes the plural,
the word “grantor” includes any successor in interest to the
grantor as well as any other person owing an obligation, the
performance of which is secured by the trust deed, and the
words “trustee” and “beneficiary” include their respective
successors in interest, if any.
Also, please be advised that pursuant to the terms stated
on the Deed of Trust and Note, the beneficiary is allowed to
conduct property inspections while property is in default.
This shall serve as notice that the beneficiary shall be
conducting property inspections on the said referenced
property.
NOTICE
Without limiting the trustee’s disclaimer of representation
or warranties, Oregon law requires the trustee to state in this
notice that some residential property sold at a trustee’s sale
may have been used in manufacturing methamphetamines,
the chemical components of which are known to be toxic.
Prospective purchasers of residential property should be
aware of this potential danger before deciding to place a bid
for this property at the trustee’s sale.

INVITATION TO BID
DESOLATION CREEK PHASE III FENCE PROJECT
Individually sealed bids will be received from qualified
vendors by Grant Soil and Water Conservation District
(hereinafter called DISTRICT), at 721 South Canyon
Boulevard, John Day, Oregon 97845 until 3:00 PM PST,
August 1, 2017 for the construction of approximately 4.1
miles of wire fence along Desolation Creek in Grant County,
Oregon. Immediately thereafter, Bids will be publicly
opened. The full Invitation To Bid package, including all
Addenda may be obtained through the project point of
contact, Jason Kehrberg at 541-575-0135 ext. 110 or e-mail
jkehrberg@ortelco.net, by visiting the DISTRICT Office
at above address, or at the DISTRICT’S website www.
grantswcd.net.
The Project location is approximately 6 miles southeast of
the community of Dale, Oregon. All work associated with
this Invitation To Bid must be completed within a 100 day
performance period. Liquidated damages of $100 per day
will apply to the contract resulting from this Invitation To Bid,
upon the contractor’s failure to complete the work within the
specified time.
This Invitation to Bid and the resulting Contract are
subject to the provisions of the Federal Davis-Bacon Act
(40 U.S.C. 3141 et seq.) and Oregon Revised Statutes
279C.800 through 279C.870 relative to Oregon Prevailing
Wage Rate Law.
A voluntary pre-bid conference and tour of the work area
will be conducted July 25, 2017 at 9:00 AM (PST). The tour
will initiate at the parking area located directly across the
highway from the Dale Store in Dale, Oregon. Bidders must
provide their own transportation.
Bidders are not required to attend this voluntary pre-
bid conference and tour, but with the complexity of this
project it is strongly recommended that bidders or their
representatives attend.
Project will require the use of a mechanized post
pounder, Shaver Manufacturing Company LLC Model
HD-8 or DISTRICT approved equivalent, capable of
driving a 6 inch pointed wood post to a depth of 3 feet in
undisturbed rough terrain.
Individually sealed envelopes or packages containing bids
and supporting data as stipulated in the instructions to
Bidders shall be clearly marked with the vendor’s name and
the fence project name, DESOLATION CREEK PHASE III
FENCE PROJECT. Bids sent by mail should be forwarded
by certified mail, return receipt requested, addressed to
the DISTRICT as shown above, in care of Pat Holliday,
and likewise shall be clearly marked or endorsed as stated
herein.
Bids received after the time established for receipt of bids
will not be considered. Bids may be withdrawn or modified
in writing at any time prior to bid opening, following the
guidelines established in the Invitation to Bid.
The DISTRICT may reject any Bid not in compliance with all
prescribed public bidding procedures and requirements and
reserves the right to reject for good cause any or all Bids
in whole or in part upon the finding of the DISTRICT that it
is in the public interest to do so, to waive irregularities not
affecting substantial rights, and to postpone the award of
the work as necessary for a period of time not to extend
beyond thirty (30) days from the Bid Opening Date. Bid
prices quoted shall remain firm for a period of thirty (30)
days from the date of Bid Opening.
The apparent successful Bidder shall provide all required
proofs of insurance, furnish all applicable security bonds,
and other specified deliverables to the DISTRICT within
twelve (12) calendar days from date the Intent-to-Award
Announcement is issued by the DISTRICT. Failure to
present the required documents within this period may result
in Bid rejection.

Legal Notice - 2017 OTEC Unclaimed Capital Credits
Oregon Trail Electric Cooperative (OTEC) hereby gives notice
of UNCLAIMED PAYMENTS OF CAPITAL CREDITS OWED
TO THE NAMED PERSONS ON RECORD. Such unclaimed
capital credits have been available to OTEC Members since
December 31, 2013.
Pursuant to OTEC bylaws and policy, the names of OTEC
Members entitled to capital credit refunds – who have not
yet claimed their refunds – can be reviewed on the OTEC
website at: www.otecc.com/members/unclaimed-capital-
credit.
If you are an OTEC Member and current (or former)
consumer of OTEC electric power, please check the OTEC
website and list of Members who have failed to claim capital
credits owed.
Application for re-issuing funds owed may be made at
your local OTEC office or 4005 23rd Street, PO Box 226,
Baker City, Oregon 97814. Unless those persons named or
their heirs claim payment no later than January 31, 2018,
the unclaimed funds will be forfeited to the Cooperative
or, where required, forwarded to the Department of State
Lands. Historically, the Board of Directors has contributed
the amount of the forfeited funds to the Oregon Trail Electric
Cooperative Scholarship Fund to benefit those served by
the Cooperative.
As required by law, and pursuant to OTEC Bylaws, OTEC
will “publish notice of the redemption” [i.e., forfeiture] of
unclaimed capital credits in the leading Baker County
newspaper of general circulation, for four consecutive
months, simultaneously notifying the public to go to the
OTEC website (www.otecc.com/members/unclaimed-
capital-credit) to see if they, or someone they know, have
unclaimed capital credits. If you know someone named on
the list, please have them contact their local OTEC office to
update their account and apply for their unclaimed capital
credits.

Blue Dollar Complex Grazing Allotments Project
30-Day Notice and Comment Period
The Blue Dollar Complex Grazing Allotments project
preliminary environmental analysis is now available for
public review and comment. The Malheur National Forest,
Prairie City Ranger District, is proposing to implement
decisions regarding livestock grazing permits and rangeland
management actions on the Bluebucket, Dollar Basin, and
Star Glade grazing allotments. The project planning area is
located about 25 miles south of Prairie City, Oregon in Grant
and Harney counties, and encompasses just over 40,000
acres of National Forest System lands. Approximately 2,200
acres of additional private and state lands are also within
the overall project planning area boundary. The Prairie City
Ranger District proposes modifications to grazing practices,
changes to pasture and allotment boundaries, and additions
of structures and improvements to meet the purpose and
need to reflect current management direction, policies, other
applicable laws and regulations, and to address resource
concerns to achieve desired conditions. Prairie City
District Ranger Ed Guzman is the Responsible Official
for this project.
The preliminary environmental assessment (EA) can be
accessed on the Forest Service website at http://www.
