Notice is hereby given that the Prairie City School District,
in Prairie City, Oregon is requesting bids for the purchase
and removal of the structure at 740 Overholt Street, also
known as the “Bates Building.” The District needs only the
land for the other purposes and seeks an interested party to
purchase and move the structure to another site.
The structure is a single-story, 7,620-square-foot building.
The building was previously used for classroom and other
school use. The structure is being sold AS-IS, with no
warranty. The structure is known to have, or probably has,
lead based paint, and asbestos. The sale includes removal
of the structure and the foundation, leaving a clean site upon
completion of removal.
An appointment may be made to view the building between
the hours of 7:30 a.m. and 3:00 p.m., Monday through
Thursday at 740 Overholt Street. Interested bidders may

grantesd.k12.or.us, in order to obtain a copy of the draft
contract that includes the required elements of a successful
bid for award. A minimum bid of $950 is required.

a letter of commitment to agree to the terms of the draft
contract, current contact information, and the bid amount,
and must be received by the Prairie City School District
not later than 3:00 p.m., July 19, 2017. On the outside of
the envelope, please reference “Surplus Property Sale -
Structure Purchase and Removal at 740 Overholt Street,
“Bates Building”. Bids received after the closing date and
time will not be opened. Submittal of a bid represents a
commitment to remove the structure, leaving the site clear
and clean. Failure of the successful bidder to complete
contractual performance shall result in forfeiture of the
minimum bid amount, among any other remedies available
by law or equity.
In the event that more than one individual makes an
offer of the identical amount, the winning bids will be
determined by random drawing. If no bids are received,
the District reserves the right to rebid the surplus property
or sell the property to other government agencies or non-
profit organizations. The District may reject any bid not in
compliance with all the bid requirements and may reject any
and all bids if it is in the public interest to do so.

A public meeting of the Prairie Rural Fire Board will be held
on June 27, 2017 at 7:00 p.m. at City Hall, 133 S. Bridge
St., Prairie City, Oregon. The purpose of this meeting is
to discuss the budget for the fiscal year beginning July 1,
2017 as approved by the Prairie Rural Fire Board Budget
Committee. A summary of the budget is presented below. A
copy of the budget may be inspected or obtained at 133 S.

Flat Vegetation Management Environmental Assessment
Kam Wah Chung – Sign Variance
30-Day Notice and Comment Period
Mr. Jerry Franklin has applied for a Class B Variance for a
sign to be located at 13S31E26BB Tax Lot 300 in John Day,
OR (401 W. Main Street). The applicant wishes to place a
sign for the Kam Wah Chung museum on the southeastern
corner of the property along U.S. Highway 26. Mr. Franklin is
requesting a Class B Variance to build the sign to a height of
twenty-nine (29) feet, taller than the standard height of eight
(8) feet. The property is zoned General Commercial (GC).
The Malheur National Forest, Emigrant Creek Ranger
District is proposing to treat approximately 47,600 acres of
forested stands in the project area to move them toward
historic ecosystem conditions with the use of commercial
harvest, non-commercial harvest, and prescribed burning
activities. Mile of open road in the subwatersheds would
be reduced by 17% in the Proposed Action, with another
4% of seasonal closures in Alternative 3 in order to address
resource issues and move toward Forest Plan road density
standards. The Flat Project area is 47,635 acres and is
located within the Upper Silvies River watershed. The major
drainages in the project area are the Camp, Dog, Mountain,
and Flat Creeks. Malheur National Forest Supervisor Steve
Beverlin is the Responsible Official for this project.
Ineta Carpenter – Setback Variance
Mrs. Ineta Carpenter is the owner of the property located at
13S31E23CD Tax Lot 2800 in John Day, OR (212 NW 3rd
Ave). The owner wishes to place an accessory structure
on the property for use as a garage. Mrs. Carpenter is
requesting a Class B Variance to build with a setback of five
(5) feet from the rear property line, closer than the standard
setback of ten (10) feet. The property is zoned Residential
Limited (RL).
Iron Triangle LLC – Land Partition
Iron Triangle LLC is the owner of the property located at
13S31E22D Tax Lot 305 in John Day, OR (742 W. Main
Street). The owner wishes to create a new 2.44 acre parcel
on the property for a proposed motel/hotel. Partitions
larger than one (1) acre shall be processed using a Type III
procedure under Section 5-4.1.040. The property is zoned
