County Road Right-of-Ways for the purpose of controlling
noxious weeds. This is a reminder to adjacent landowners
concerned about herbicide applications that it is your
responsibility to initiate a “NO SPRAY” agreement at the
Grant Soil and Water Conservation District office. Please
note that these agreements need to be renewed on a yearly

Malheur National Forest
Dove Vegetation Management Project
Objection Period
Dove Vegetation Management Project Environmental
Assessment and draft Decision Notice are now available
for review and objection. The Malheur National Forest is
proposing vegetative treatment activities on about 26,000
acres of forested areas to move towards historic ecosystem
conditions. Restoration treatment activities are proposed
on forested and non-forested areas to improve other
resources within the project area. Miles of open road in the
subwatersheds would be reduced by 8% of current levels
in order to reduce sediment in the area streams, reduce
disturbance of wildlife species, reduce maintenance, and
meet Forest Plan road density standards while meeting other
management objectives. Malheur National Forest Supervisor
Steven Beverlin is the Responsible Official for this project.
This project is subject to objection pursuant to 36 CFR
218, Subpart B. Objections regarding this project may be
filed in any of the following formats: (1) Postal Delivery:
Regional Forester, Objection Reviewing Officer, Pacific
Northwest Region, USDA Forest Service, Attn. 1570 Appeals
and Objections, PO Box 3623, Portland, OR 97208-3623;

objection. Those wishing to file an objection to this decision
should not rely upon dates or timeframe information
provided by any other source. Issues raised in objections
must be based on previously submitted specific written
comments regarding the proposed project or activity and
attributed to the objector, unless the issue is based on new
information that arose after the opportunities for comment.
The burden is on the objector to demonstrate compliance
with this requirement for objection issues.
An objection must include a description of those aspects
of the proposed project addressed by the objections,
including specific issues related to the proposed project;
if applicable, how the objector believes the environmental
analysis or draft decision specifically violates law, regulation,
or policy; suggested remedies that would resolve the
objection; supporting reasons for the reviewing officer to
consider; and a statement that demonstrates the connection
between prior specific written comments on the particular
proposed project or activity and the content of the objection,
unless the objection concerns an issue that arose after the
designated opportunities for comment.
The Responsible Official may not issue a decision for this
project until the Reviewing Officer has responded to all
pending objections. When no objections are filed within the
45-day time period, implementation of the decision may

UPGRADE PROJECT
Sealed bids for the “Seneca Elementary School 2017
Window Upgrade Project” will be received by the Grant
School District No. 3 until 2:00 P.M. local time on February
23, 2017. Bids will be opened and read aloud at the above
time and date at the Grant School District No. 3 main office,
401 N. Canyon City Blvd., Canyon City, Oregon.
Proposals shall be clearly marked “Bid for Seneca
Elementary School 2017 Window Upgrade Project”
along with time and date of bid opening and shall be
delivered or mailed and received before the above hour
and date to Grant School District No. 3, 401 N. Canyon
City Blvd., Canyon City, OR 97820, attention Curt Shelley,
Superintendent.
A non mandatory pre-bid site visit will be held February
14th, 2017 at 10am local time at the site. Work is to
commence within 10 days of the date of the Notice to
Proceed and shall be completed within 90 calendar days of
said Notice to Proceed. The anticipated start date is March
15, 2017.
The work consists of all the materials, labor, and equipment
needed for replacement of windows, framing, and trim work
as needed. Work will be awarded based on Schedule A,
replacement of 16 windows, Optional Schedule B includes
replacement of 12 windows, some or all of Schedule B may
be added as budget allows.
