Information Technology Request for Proposal
Training and Employment Consortium (TEC) is now issuing
a Request for Proposal (RFP) and accepting applications
from interested businesses and independent contractors to
conduct the work of a Network Administrator/Information
Systems Specialist for our agency. TEC offers employment
and training services to the six counties of Baker, Union,
Wallowa, Malheur, Grant, and Harney. Interested businesses,
vendors, or independent contractors may contact TEC

Blue Dollar Complex Allotment Management Plans Grazing
Project
The Prairie City Ranger District of the Malheur National
Forest is initiating a 30-Day scoping period on the Blue
Dollar Complex Allotment Management Plans Grazing
Project. The analysis area includes the Bluebucket, Dollar
Basin and Star Glade allotments. The planning area is
located in Grant and Harney Counties 18-30 miles south
of Prairie City, Oregon, encompassing about 40,364 acres
within the Malheur River Watershed. The legal description is:
Township 16 South, Range 33 East, Sections 13, 24-26, 30
and 36; T16S, R33½E, Sec. 4-5, 8-9, 17-21, 28-30, 31-36;
T17S, R33½E, Sec. 1-6, 9-16, 22-26; T17S, R34E, Sec. 2-5,
8-29, 33-36; T17S, R35E, Sec. 19, 30-31;T18S, R34E, Sec.
1-4, 10-15, 22-24; T18S, R35E, Sec. 1-15, 17-24.
The Prairie City Ranger District proposes to continue
authorization of livestock grazing on three grazing allotments
within the Blue Dollar Complex project planning area using
adaptive management strategies designed to meet Forest
Plan standards and guidelines. Some elements involved
with the proposed action may include analysis of grazing
rotation strategies, riparian area protection, development of
upland water sources, and construction of new fencing or
modification of existing fence locations.

Written comments should include your name, address, and
(if possible) telephone number; organization represented,

Comments received in response to this solicitation,
including names and addresses of those who comment,
will be considered part of the public record and will be
available for public inspection. Additionally, pursuant to
7 CFR 1.27(d) any person may request the agency to
withhold a submission from the public record by showing
how the Freedom of Information Act (FOIA) permits such
confidentiality. Persons requesting such confidentiality
should be aware that, under the FOIA, confidentiality may
be granted in only very limited circumstances, such as to
protect trade secrets.
The Forest Service will inform the requestor of the agency’s
decision regarding the request for confidentiality and where
the request is denied, the agency will return the submission
and notify the requestor that the comments may be
resubmitted with or without names and addresses.
We invite your comments. Your input helps us design a
better project, can make us of aware of potential issues, and
would help us determine how to proceed with this project.
Specific, solution-oriented comments that focus on the
proposed project or identify issues with the proposal would
be the most useful in our planning efforts. This specific
input will help us develop alternatives that address those
issues.
