Circuit Court
CANYON CITY — The
Grant County Circuit Court
reported the following
fines and judgments:
• William Allen Good-
win was convicted of driv-
ing under the influence and
sentenced to 90 days in jail
with credit for time served
and fined $1,455.
• Celeste Donna Lee was
convicted of felon in pos-
session of body armor and
sentenced to one year of
bench probation, 15 days
in jail with credit for time
served, 30 hours communi-
ty service and fine $250.
• Christopher Boyer
was convicted of resisting
arrest and harassment and
sentenced to three years
bench probation, 50 days
jail with credit for time
served, 80 hours com-
munity service and fined
$300.
• Matthew Brian Caf-
agno was convicted of
fourth-degree assault con-
stituting domestic vio-
lence and was sentenced
to 18 months probation, 40
hours community service
15 days in jail and fined
$100.

Police make arrests after incident
involving stolen cars and machete
Dispatch
John Day dispatch
worked 150 calls during the
week of Nov. 28 through
Dec. 4. Along with the var-
ious traffic warnings, tres-
passing, injured animals,
noise complaints and juve-
nile complaints, these calls
included:
• John Day Police
Nov. 28: Responded
to a dog that was killed at
the Seventh Street Com-
plex. Responded to a
stalking complaint in John
Day.
Nov. 30: Received a re-
port of an out of control
subject and responded with
the Grant County Proba-
tion Department. Report
of a flue fire in John Day.
Report of dogs running at
large attempting to attack
people. Arrested a 20-year-
old Canyon City resident
on a Baker County war-
rant. Report of a male sub-
ject beating on doors of an
apartment building, possi-
bly intoxicated.
Dec. 1: A welfare check
was requested on a subject
who was not answering the
phone or door. The subject
was in jail.
• Grant County Sheriff
Nov. 28: Responded to
a report of a person being
held against their will in
the Greenhorn Area. The
call was unfounded and
sheriff’s deputies arrested
a 40-year-old La Grande
resident for misuse of
911.
Nov 29: Received a re-
port of a restraining order
violation.
Dec. 2: Responded to
a report of an attempted
break-in at a Middle Fork
Residence.
Dec. 3: Report of an
unattended death. Re-
sponded to a possible
break-in on Bumpy Road,
assisted by JDPD and
OSP.
• John Day ambulance
Dec. 2: Responded with
Oregon State Police to
Canyon City for a report
of a female subject with a
broken leg.

A machete incident in Rit-
ter ended with multiple arrests
Nov. 28.
Oregon State Police arrest-
ed Raymond T. Dual Jr., 29, of
Hermiston for unlawful use of
a motor vehicle, menacing and
reckless driving. Cody J. Winn,
38, of Ritter was arrested for
failure to register as a sex of-
fender and two counts of felon
in possession of a weapon.
Late Nov. 27, Grant County
Sheriff’s Office deputies and
Oregon State Police officers
were dispatched to a 911 call
in Ritter, according to OSP
Sgt. Tom Hutchison. Dual had
called 911 and reported Winn
had assaulted him with a ma-
chete and rifle butt and said
he had barricaded himself in-
side a room in
Winn’s home
in Ritter.
Law en-
forcement
secured the
building and
Raymond helped Dual
Dual Jr.
escape out a
window. Dual
was then taken to a hospital
and interviewed by law en-
forcement. It became appar-
ent that Dual had not been ini-
tially truthful, Hutchison said.
Dual might have been drunk,
crashed a car stolen from the
Hermiston/Tri Cities area and
walked to Winn’s residence
where he had been staying,
Hutchison said.
Upon returning to the res-
idence, Hutchison said, Dual
menaced Winn, his wife and
three children with a machete.
He was disarmed and locked
himself in the room where
he was found, according to
Hutchison.
“I don’t believe he was
assaulted,” Hutchison said.
“Those injuries were sus-
tained in a DUI crash.”
Another vehicle stolen
from the same area was found
at the scene, and Winn, a fel-
on, was found to be in posses-
sion of a 20-gauge shotgun
and .22-caliber rifle as well as
the machete.
Winn’s wife was detained
and released with no charges
filed.
Hutchison said representa-
tives from the Department of
Human Services arrived to in-
vestigate the living conditions
in the family’s home and re-
moved the three children aged
3, 6 and 8.
