Notice of Public Hearing
Notice is hereby given that the John Day Planning
Commission is considering the following land use
application under Chapter 5-4.2 Land Use Review and Site
Design Review of the John Day City Code.
Neale Ledgerwood – Land Use Review LUR-16-08
Mr. Neale Ledgerwood is the owner of the property located
at 13S31E26CD Tax Lot 6400 in John Day, OR (318 NW
Boyce Place). The owner wishes to place a shop/storage
facility on the back of the property attached to the home.
This property is zoned Residential Limited (RL).
Mr. Ledgerwood is requesting a Class B Variance for the
rear setback to build the structure five feet from the back
property line, closer than the standard rear setback of 10
feet.
A public hearing will take place on Thursday, December
15 th at 6:00 p.m. in the John Day Fire Hall, 316 S. Canyon
Boulevard, John Day, OR. Copy of the subject application,
all documents, and evidence relied upon by the applicant
and applicable criteria are available for inspection at the
John Day City Hall at no cost; copies will be provided upon

subject application may appear in person at said hearing,

the date of the hearing. Failure to raise an issue in person,

or evidence sufficient to afford the decision-maker an
opportunity to respond to the issue, means that an appeal
based on that issue cannot be filed with the City Council
and/or State Land Use Board of Appeals based on that

PUBLIC SCOPING NOTICE
The Emigrant Creek Ranger District of the Malheur National
Forest is proposing the Flat Vegetation Management project
in the Flat planning area. The Flat Vegetation Management
Project is located on the Malheur National Forest, Emigrant
Creek and Blue Mountain Ranger Districts, Upper Silvies
River watershed, Camp Creek, Dog Creek-Silvies River, Flat
Creek-Silvies River, and Mountain Creek subwatersheds,
within Harney and Grant Counties. The proposal includes
landscape restoration activities, biomass removal,
landscape scale prescribed burning activities, and forest
road activities. An Environmental Assessment should form
the basis for a decision.
The Flat project was developed in cooperation with the
Harney County Restoration Collaborative (HCRC). The
project proposes to treat almost 26,400 acres of vegetation
with commercial and non-commercial treatments.
Landscape scale fuel treatments are also proposed across
46,728 acres. Forest road activities would include closing,
decommissioning and opening roads. Additionally, typical
road maintenance activities designed to meet Malheur
Forest Plan standards and guidelines would be performed.

Office in Hines, Oregon or on the Malheur National Forest

This project is a non-fuels reduction act (HFRA) project, and
is subject to the Project-Level Pre-decisional Administrative
Review Process (Objection process) as identified in 36 CFR
218, Subparts A and B.
Individuals and entities (non-governmental organizations,
businesses, partnerships, state and local governments,
Alaska Native Corporations, and Indian Tribes) who have
submitted timely, specific written comments regarding
a proposed project or activity during any designated
opportunity for public comment may file an objection.
Opportunity for public comment on an Environmental
Assessment includes during scoping, the 30 day public
review period, or any other instance where the responsible
official seeks written comments.
Written comments are those submitted to the responsible
official or designee during a designated opportunity for
public participation provided for a proposed project.
Specific written comments should be within the scope
of the proposed action, have a direct relationship to the
proposed action, and must include supporting reasons for
the responsible official to consider.
During this scoping phase of the NEPA process, we are
seeking input, either verbal or written. We are interested
in any site specific issues, concerns or opportunities that
you think need to be considered in the development of this
analysis.
