TRUSTEE’S NOTICE OF SALE
Notice of Public Hearing
Reference is made to that certain deed of trust (the “Trust
Deed”) dated September 10, 1999, executed by Theresa
Leigh Sanderson, formerly known as Theresa Leigh
Farmer (the “Grantor”) to Land Title Company of Grant
County, whose mailing address is 145 N.E. Dayton Street,
John Day, Oregon 97845-1092 (“Trustee”), to secure pay-
ment and performance of certain obligations of Grantor to
Pioneer Bank, F.S.B., including repayment of a promissory
note dated September 10, 1999, in the principal amount
of $68,000 (the “Note”). Umpqua Bank, located at 111 N.
Wall Street, Spokane, Washington 99201, as successor in
interest by merger to Sterling Savings Bank, successor by
acquisition to FirstBank Northwest, successor by acquisi-
tion to Pioneer Bank, FSB, is the beneiciary under the Trust
Deed (the “Beneiciary”). The successor trustee (“Successor
Trustee”) under the Trust Deed is Tony Kullen, who is located
at Miller Nash Graham & Dunn LLP, 111 S.W. Fifth Ave-
nue, Suite 3400, Portland, Oregon 97204. The Trust Deed
was recorded on September 16, 1999, as Instrument No.
992764 in the oicial real property records of Grant County,
Oregon.
Grant County Court will hold a public hearing on an Ordi-
nance establishing an Ambulance Service Area; assigning
Emergency Ambulance Service Providers; creating an
Ambulance Service Area Advisory Committee; Providing
Penalties; prescribing Efective dates; and declaring an
emergency. The public hearing is scheduled for Wednes-
day, September 21, 2016, at 9:15 am at the Grant County
Court, County Courthouse, 201 S. Humbolt Street, No. 280,
Canyon City, OR 97820. The Ordinance is posted for public
viewing at the County Courthouse. Written comments may
be mailed or hand-delivered to the above address, but must

Notice is hereby given that the John Day Planning Commis-
sion is considering the following land use application under
Chapter 5-4.2 Land Use Review and Site Design Review of
the John Day City Code.
Heart of Grant County – Site Design Review SDR-16-01
The Heart of Grant County has made application
for a Site Design Review to create a six-foot privacy fence at
their oice located at 518 S. Canyon Boulevard, John Day,
OR; Map 13S, R31E, Section 26CA, Tax Lot 100.
A public hearing will take place on Thursday,
September 22nd at 7:00 p.m. in the John Day Fire Hall, 316
S. Canyon Boulevard, John Day, OR. Copy of the subject
application, all documents, and evidence relied upon by the
applicant and applicable criteria are available for inspection
at the John Day City Hall at no cost; copies will be provided
upon request at a reasonable cost. Copies of the City Plan-
ning Staf Report on the subject application will be available
for inspection not less than seven (7) days prior to said
hearing at no cost; copies will be provided upon request at a
reasonable cost.
TOGETHER WITH a tract of land as described in Bargain
and Sale Deed from the City of Prairie City dated May 25,
1993, recorded June 1, 1993 in the records of Grant County,
Oregon, as Instrument No. 930868.
Persons or parties interested in or concerned
about the subject application may appear in person at said
hearing, or may submit written testimony to City Hall on
or before the date of the hearing. Failure to raise an issue in
person, or by letter at the hearing, or failure to provide state-
ments or evidence suicient to aford the decision-maker an
opportunity to respond to the issue, means that an appeal
based on that issue cannot be iled with the City Council
and/or State Land Use Board of Appeals based on that
issue.
No action has been instituted to recover the obligation, or
any part thereof, now remaining secured by the Trust Deed
or, if such action has been instituted, such action has been
dismissed except as permitted by ORS 86.752(7).

ALSO SAVE & EXCEPT that portion conveyed to the City of
Prairie City by Quitclaim Deed recorded July 22, 1992 in the
records of Grant County, Oregon, as Instrument No. 921315.
The default for which the foreclosure is made is Grantor’s
failure to pay when due the following sums: monthly pay-
ments in full owed under the Note beginning July 1, 2015,
and each month thereafter; late charges in the amount of
$178.30 as of July 15, 2016, plus additional late charges
accruing thereafter; and expenses, costs, trustee fees and
attorney fees as set forth in the Note and Trust Deed.
By reason of said default, Beneiciary has declared all
sums owing on the obligation secured by the Trust Deed
immediately due and payable which sums are as follows:
(a) the principal amount of $48,957.01 as of July 15, 2016,
(b) accrued interest of $1,060.05 as of July 15, 2016, and
interest accruing thereafter on the principal amount at the
rate set forth in the Note until fully paid, (c) late charges in
the amount of $178.30 as of July 15, 2016, plus any late
charges accruing thereafter and any other expenses or
fees owed under the Note or Trust Deed, (d) amounts that
Beneiciary has paid on or may hereinafter pay to protect the
lien, including by way of illustration, but not limitation, taxes,
assessments, interest on prior liens, and insurance premi-
ums, and (e) expenses, costs and attorney and trustee fees
incurred by the Beneiciary in foreclosure, including the cost
of a trustee’s sale guarantee and any other environmental or
appraisal report.
By reason of said default, Beneiciary and the Successor
Trustee have elected to foreclose the trust deed by adver-
tisement and sale pursuant to ORS 86.705 to ORS 86.815
and to sell the real property identiied above to satisfy the
obligation that is secured by the Trust Deed.
NOTICE IS HEREBY GIVEN that the undersigned Successor
Trustee or Successor Trustee’s agent will, on December 16,
2016, at one o’clock (1:00) p.m., based on the standard
of time established by ORS 187.110, just outside the
main entrance of the Grant County Courthouse, 201 S.
Humbolt Street, Canyon City, Oregon, sell for cash at
public auction to the highest bidder the interest in said real
property, which Grantor has or had power to convey at the
time of the execution by Grantor of the Trust Deed, together
with any interest that Grantor or the successors in interest
to Grantor acquired after the execution of the Trust Deed,
to satisfy the foregoing obligations thereby secured and the
costs and expenses of sale.
NOTICE IS FURTHER GIVEN that any person named in ORS
86.778 has the right, at any time prior to ive days before the
date last set for the sale, to have this foreclosure proceed-
ing dismissed and the Trust Deed reinstated by payment to
Beneiciary of the entire amount then due (other than such
portion of the principal as would not then be due had no
default occurred), and by curing any other default com-
plained of herein that is capable of being cured by tendering
the performance required under the obligation or Trust Deed
and, in addition to paying said sums or tendering the per-
formance necessary to cure the default, by paying all costs
and expenses actually incurred in enforcing the obligation
and Trust Deed, together with Trustee and attorney fees not
exceeding the amounts provided by ORS 86.778.
In construing this notice, the singular includes the plural,
and the word “grantor” includes any successor in interest of
grantor, as well as any other person owing an obligation, the
performance of which is secured by the Trust Deed, and the
words “trustee” and “beneiciary” include their respective
successors in interest, if any.
Without limiting the trustee’s disclaimer of representa-
tions or warranties, Oregon law requires the trustee to
state in this notice that some residential property sold
at a trustee’s sale may have been used in manufactur-
ing methamphetamines, the chemical components of
which are known to be toxic. Prospective purchasers
of residential property should be aware of this potential
danger before deciding to place a bid for this property at
the trustee’s sale.
In accordance with the Fair Debt Collection Practices

INVITATION TO BID
KEERINS STOCKWATER PROJECT
Individually sealed bids will be received from
qualiied vendors by Grant Soil and Water Conservation
District (hereinafter called DISTRICT), at 721 South Canyon
Boulevard, John Day, Oregon 97845 until 3:00 PM PST,
September 29, 2016 for the installation of a stockwater
improvement project located on the Keerins Ranch near the
community of Izee in Grant County, Oregon. The Project site
is approximately 45 miles southwest of John Day, Oregon.
Immediately thereafter, Bids will be publicly opened. The full
Invitation To Bid package, including all Addenda may be ob-
tained through the project point of contact, Jason Kehrberg

by visiting the DISTRICT Oice at above address.
This project includes the installation of approximately 400
linear feet of buried secondary electrical service line, ap-
proximately 240 linear feet of buried 1 ¼” PVC water line,
well pump, well house, two insulated cattle water fountains,
and associated ixtures and components. All work must be
completed prior to December 31, 2016 and may commence
on the date the ‘Notice to Proceed’ is issued by the DIS-
TRICT.
A pre-bid conference and tour of the work area will
be conducted September 20, 2016 at 10:00 AM (PST), ini-
tiating at the Keerins Ranch Driveway, located at junction of
Grant County Road #63 and the South Fork John Day River
Road. Bidders must provide their own transportation.
BIDDERS ARE NOT REQUIRED TO ATTEND
THIS VOLUNTARY PRE-BID CONFERENCE AND TOUR,
BUT WITH THE COMPLEXITY OF THIS PROJECT IT IS
STRONGLY RECOMMENDED THAT BIDDERS OR THEIR
REPRESENTATIVES ATTEND.
Individually sealed envelopes or packages contain-
ing bids and supporting data as stipulated in the instructions
to Bidders shall be clearly marked with the vendor’s name
and the project name, KEERINS STOCKWATER PROJECT.
Bids sent by mail should be forwarded by certiied mail,
return receipt requested, addressed to the DISTRICT as
shown above, in care of Pat Holliday, and likewise shall be
clearly marked or endorsed as stated herein.
Bids received after the time established for receipt
of bids will not be considered. Bids may be withdrawn or
modiied in writing at any time prior to bid opening, following
the guidelines established in the Invitation to Bid.
The DISTRICT may reject any Bid not in compli-
ance with all prescribed public bidding procedures and
requirements and reserves the right to reject for good cause
any or all Bids in whole or in part upon the inding of the
DISTRICT that it is in the public interest to do so, to waive
irregularities not afecting substantial rights, and to postpone
the award of the work as necessary for a period of time
not to extend beyond thirty (30) days from the Bid Opening
Date. Bid prices quoted shall remain irm for a period of
thirty (30) days from the date of Bid Opening.
BIDDERS SHALL BE LICENSED WITH THE
STATE OF OREGON CONSTRUCTION CONTRACTORS
BOARD (CCB) PRIOR TO BIDDING ON THIS CONTRACT
AND EACH BID MUST CONTAIN THE BIDDER’S CCB
REGISTRATION NUMBER. FAILURE TO COMPLY WITH
THIS REQUIREMENT SHALL RESULT IN BID REJEC-
TION.
The apparent successful Bidder shall provide all
required proofs of insurance, furnish all applicable security
bonds, and other speciied deliverables to the DISTRICT
within twelve (12) calendar days from date the Intent-to-
Award Announcement is issued by the DISTRICT. Failure to
present the required documents within this period may result
in Bid rejection.
