Window Cleaning Services Invitation to Bid
Grant County is currently accepting bids from qualiied ser-
vice providers for 2016-2017 window cleaning services for
the Courthouse, L-Building, Library and Road Department.
Services are to be performed in thezv fall and in the spring
at each location. The contract period is October 1, 2016
through April 30, 2017.
Bidders must show proof of licensure by the City of John
Day and Town of Canyon City. Successful bidder must pro-
vide county with proof of Workers’ Compensation Insurance
on all employees or a Workers’ Compensation “if any basis”
policy. A $10,000 Janitorial Service Bond is required.

Grant Soil & Water Conservation District is soliciting bids for
two separate irrigation eiciency projects, one located on
Canyon Creek, south of Canyon City, Oregon and one along
the Mainstem John Day River, east of Prairie City, Oregon.
The optional Pre-Bid Tour is scheduled for September 14,
2016. Bid Opening for this work will be at 3:00 pm October
6, 2016.
Those wishing to attend the Bid Tour should meet at 8:30
am on September 14, 2016 at the Grant Soil & Water
Conservation District oice located at 721 South Canyon
Blvd, John Day, Oregon 97845. The tour will irst proceed to
the Larson Irrigation Consolidation Project approximately 7
miles south of Canyon City along Canyon Creek. The next
stop will be at the Upper McHaley Pipeline project located
approximately 1 mile east of Prairie City. The approximate
arrival time for this project tour is 10:00 am.
Bidders must provide their own transportation. Bid doc-
uments may be obtained from the Grant Soil and Water
Conservation District oice in hard copy form at any time, or
in digital form by contacting a District representative at (541)

Award of construction contracts will be subject to the
receipt of project funding, permits and approvals. All work
must be performed in accordance with said permits and
applicable regulations.
A BRIEF DESCRIPTION OF THE PROJECTS ARE AS FOL-
LOWS:
The Larson Irrigation Consolidation projects will be broken
into two separate phases. The work will be as follows:
Phase 1 (October 15, 2016 to December 31, 2016)
Installing 4300 feet of 6” PVC Pipe

Installing 4700 feet of 4” PVC Pipe
•
Installing 360 feet of 8” PVC Pipe
•
Installing 3000 feet of 1-1/4” ADS Pipe
Phase 2 (July 15, 2017 to August 31, 2017)
Installing a hardened pump hole in Berry Creek

Installing a hardened pump hole in Canyon Creek
Phase 1 of the project will occur between October 15, 2016
and December 31, 2016. Phase 2 of the work will occur
during the 2017 instream work window which is July 15,
2017 to August 31, 2017 for this reach of Canyon Creek and
Berry Creek.
The Upper McHaley Pipeline project includes the installation
of the following components

Installing approximately 3600’ of 24” ADS N-12
pipe
Installing 4 total concrete boxes including one inlet
•
box, two outlet boxes, and a concrete vault and associated
conduit for measurement device installation (by others).
Reconnection of an existing spring across the new

pipeline
•
Filling an existing ditch using pipeline spoils and
hauling from a borrow pit to inish grading
Installing 15 pipe taps with irrigation risers inished

TRUSTEE’S NOTICE OF SALE
Reference is made to that certain deed of trust (the “Trust
Deed”) dated September 10, 1999, executed by Theresa
Leigh Sanderson, formerly known as Theresa Leigh Farmer
(the “Grantor”) to Land Title Company of Grant County,
whose mailing address is 145 N.E. Dayton Street, John Day,
Oregon 97845-1092 (“Trustee”), to secure payment and per-
formance of certain obligations of Grantor to Pioneer Bank,
F.S.B., including repayment of a promissory note dated
September 10, 1999, in the principal amount of $68,000 (the
“Note”). Umpqua Bank, located at 111 N. Wall Street, Spo-
kane, Washington 99201, as successor in interest by merger
to Sterling Savings Bank, successor by acquisition to First-
Bank Northwest, successor by acquisition to Pioneer Bank,
FSB, is the beneiciary under the Trust Deed (the “Benei-

TOGETHER WITH a tract of land as described in Bargain
and Sale Deed from the City of Prairie City dated May 25,
1993, recorded June 1, 1993 in the records of Grant County,
Oregon, as Instrument No. 930868.
No action has been instituted to recover the obligation, or
any part thereof, now remaining secured by the Trust Deed
or, if such action has been instituted, such action has been
dismissed except as permitted by ORS 86.752(7).
The default for which the foreclosure is made is Grantor’s
failure to pay when due the following sums: monthly pay-
ments in full owed under the Note beginning July 1, 2015,
and each month thereafter; late charges in the amount of
$178.30 as of July 15, 2016, plus additional late charges
accruing thereafter; and expenses, costs, trustee fees and
attorney fees as set forth in the Note and Trust Deed.
By reason of said default, Beneiciary has declared all
sums owing on the obligation secured by the Trust Deed
immediately due and payable which sums are as follows:
(a) the principal amount of $48,957.01 as of July 15, 2016,
(b) accrued interest of $1,060.05 as of July 15, 2016, and
interest accruing thereafter on the principal amount at the
rate set forth in the Note until fully paid, (c) late charges in
the amount of $178.30 as of July 15, 2016, plus any late
charges accruing thereafter and any other expenses or
fees owed under the Note or Trust Deed, (d) amounts that
Beneiciary has paid on or may hereinafter pay to protect the
lien, including by way of illustration, but not limitation, taxes,
assessments, interest on prior liens, and insurance premi-
ums, and (e) expenses, costs and attorney and trustee fees
incurred by the Beneiciary in foreclosure, including the cost
of a trustee’s sale guarantee and any other environmental or
appraisal report.
By reason of said default, Beneiciary and the Successor
Trustee have elected to foreclose the trust deed by adver-
tisement and sale pursuant to ORS 86.705 to ORS 86.815
and to sell the real property identiied above to satisfy the
obligation that is secured by the Trust Deed.
NOTICE IS HEREBY GIVEN that the undersigned Successor
Trustee or Successor Trustee’s agent will, on December
16, 2016, at one o’clock (1:00) p.m., based on the stan-
dard of time established by ORS 187.110, just outside
the main entrance of the Grant County Courthouse, 201
S. Humbolt Street, Canyon City, Oregon, sell for cash at
public auction to the highest bidder the interest in said real
property, which Grantor has or had power to convey at the
time of the execution by Grantor of the Trust Deed, together
with any interest that Grantor or the successors in interest
to Grantor acquired after the execution of the Trust Deed,
to satisfy the foregoing obligations thereby secured and the
costs and expenses of sale.
NOTICE IS FURTHER GIVEN that any person named in ORS
86.778 has the right, at any time prior to ive days before the
date last set for the sale, to have this foreclosure proceed-
ing dismissed and the Trust Deed reinstated by payment to
Beneiciary of the entire amount then due (other than such
portion of the principal as would not then be due had no
default occurred), and by curing any other default com-
plained of herein that is capable of being cured by tendering
the performance required under the obligation or Trust Deed
and, in addition to paying said sums or tendering the per-
formance necessary to cure the default, by paying all costs
and expenses actually incurred in enforcing the obligation
and Trust Deed, together with Trustee and attorney fees not
exceeding the amounts provided by ORS 86.778.
In construing this notice, the singular includes the plural,
and the word “grantor” includes any successor in interest of
grantor, as well as any other person owing an obligation, the
performance of which is secured by the Trust Deed, and the
words “trustee” and “beneiciary” include their respective
successors in interest, if any.
Without limiting the trustee’s disclaimer of representa-
tions or warranties, Oregon law requires the trustee to
state in this notice that some residential property sold
at a trustee’s sale may have been used in manufactur-
ing methamphetamines, the chemical components of
which are known to be toxic. Prospective purchasers
of residential property should be aware of this potential
danger before deciding to place a bid for this property at
the trustee’s sale.
