Sealed bids for the “Laycock Creek and McGirr Stockpile
Aggregate Project” will be received by the Grant County
Road Department until 2:00 P.M. local time on August 23th,
2016. Bids will be opened and read aloud at the above time
and date at the Grant County Road Department Confer-

for compliance and a recommendation made to the Grant

Proposed Sale of City Real Property
Pursuant to ORS 221.725, the Prairie City Council (the “City
Council”) will hold a public hearing on Monday, August 8th,
2016 at 6:00 p.m. in the American Legion Hall, 307 SW Front
St., Prairie City, Oregon, to discuss a proposed sale of that
certain real property commonly known as app. 25.10 acres
located in Tax Lot 600 in Township 13 South, Range 33,
Industrial Zone (the “Property”).
The City desires to sell the Property to Iron Triangle LLC,
of John Day, Oregon (“Buyer”). Iron Triangle LLC, intends
to develop the property to facilitate operations of a small
biomass breakdown facility. The chip plant will be a location
for stacking, sorting, chipping and or processing to some
degree small non-sawtimber.
The City Council considers it necessary or convenient to
sell the Property because the City owns vacant lots in the
Industrial Zone and seeks to sell the lots to businesses that
are willing to develop industrial operations in the local area

A mandatory pre-bid site visit will be held August 11th, 2016
at 10:00 a.m. local time; meet at the Road Department Of-
ice, 27941 Lower Yard Road, John Day, Oregon, and we will
proceed to the quarry sites.
The work consists of the following construction:
Schedule ‘A’ Laycock Creek Quarry, is the production of
20,000 cubic yards of surface gravel ¾” minus stockpiled
at the speciied locations. The contractor is responsible
for all the labor, equipment, and materials needed for
drilling, blasting, crushing, hauling, traic control, water
hauling, pollution and erosion control necessary to pro-
duce this product.
Schedule ‘B’ McGirr Quarry, is the production of 20,000
cubic yards of surface gravel ¾” minus, 3000 cubic
yards 3” minus, 1000 cubic yards of sanding rock and
3,000 cubic yards Chip Aggregate 3/8”-No. 4. There is
an option to re-crush approximately 1400 cubic yards
of 3/4” – 1/2” into sanding rock or chip aggregate. The
contractor is responsible for all the labor, equipment, and
materials needed for drilling, blasting, crushing, hauling,
traic control, water hauling, pollution and erosion con-
trol necessary to produce this product.
Work is to commence within 10 days of the date of the
Notice to Proceed and shall be completed within 120
calendar days of said Notice to Proceed, unless exten-
sion is approved.
Contracts will be awarded for each schedule of work in the
proposal. Contracts will be awarded to the lowest respon-
sive and responsible bidder meeting all the requirements of
the bid submission, qualiications, references, and speciica-
tions ofering the total lowest price for each schedule. Grant
County Road Department reserves the right to withdraw any
item(s) from the award if it is in their best interest. Grant
County Road Department may cancel this procurement or
reject any or all bids in accordance with ORS 279B.100.
Eligible bidders must provide contact information and be on
the Bidders List. All proposals shall be made on proposal
forms, accompanied by completed Bidder’s Certiication
Statements, Drug Testing Program Certiication Form, Insur-
ance Requirements Form, Proposal Form, Bid Bond (10%),
and First-Tier Subcontractor Disclosure Form (within two
hours of bid closing). Once awarded a one hundred percent
(100%) performance bond and one hundred percent (100%)
payment bond will be required to guarantee the faithful per-
formance of the contract.
