Notice of 45-day Objection Period
The Blue Mountain Ranger District of the Malheur National
Forest has prepared a draft decision notice and inding of
no signiicant impact (DN/FONSI) and a inal environmental
assessment (FEA) for the Starr Aspen Project. These docu-
ments are available on the Malheur National Forest website
at: http://www.fs.usda.gov/project/?project=41023. Hard
copies of the FEA and draft DN/FONSI are available at the
Malheur National Forest Supervisor’s Oice/Blue Mountain

The draft decision includes cutting conifers in 138 aspen
stands; prescribed ire; large wood placement in streams,
meadows, and wetlands; ish passage barrier improvement,
re-contouring/removing legacy berms and rock dams;
fencing; and road maintenance. The project also includes
a forest plan amendment to remove trees greater than 21
inches diameter at breast height. The Starr Aspen Proj-
ect area is located on the Blue Mountain Ranger District,
approximately 14 miles south of John Day, OR and 8 miles
north of Seneca, OR.

In the Matter of the Estate of:
“No owner or person in charge of property may allow nox-
ious vegetation to be on the property. It shall be the duty
of an owner or person in charge of property to cut down or
to destroy grass, shrubbery, brush and bushes, to prevent
them from becoming a ire hazard, or, in the case of weeds
or other noxious vegetation, from maturing or from going to
seed. All lots less than one acre shall be maintained com-
pletely free of dry grass and weeds that may constitute a ire
hazard. In addition, lots one acre or more in area may be
required to maintain a twenty (20) foot ire break around the
perimeter of the lot that is clear of all dry grass and weeds.
The entire property must be free of noxious weeds as de-
ined by the Grant County noxious weeds list. If the owner
or person in control of the property is unwilling to abate the
nuisance, the City shall cause such abatement in 10 or more
days after notiication by mail of said nuisance and charge
the cost of doing so on any particular parcel or property to
the owner thereof, or the property itself.”

NOTICE OF BUDGET HEARING
A public meeting of the Grant County Education Service
District will be held on May 24, 2016 at 5:15 p.m. at 835 S.
Canyon Blvd., John Day, Oregon. The purpose of this meet-
ing is to discuss the budget for the iscal year beginning
July 1, 2016 as approved by the Grant County ESD Budget
Committee. A summary of the budget is presented below. A
copy of the budget may be inspected or obtained at 835 S.
Canyon Blvd., John Day, Oregon between the hours of 8:00
a.m. and 4:00 p.m. This budget is for an annual budget peri-
od. This budget was prepared on a basis of accounting that
is the same as the preceding year. The only major change to
the budget from the previous year is the elimination of the
School Improvement position.

The draft DN/FONSI is subject to an objection process
pursuant to Forest Service regulations at 36 Code of Federal
Regulations (CFR) 218. This process replaces the post-de-
cisional appeal process (36 CFR 215) used since 1993. The
new regulations (36 CFR 218) provide an opportunity for
individuals and organizations to ile an objection to a project
before the inal decision is signed. This allows interested
individuals and organizations to advise the Deciding Oicial
about concerns regarding the inal decision before the deci-
sion is made.
Objections will only be accepted from individuals and enti-
ties as deined in 36 CFR 218.2 who have previously sub-
mitted speciic written comments regarding the proposed
project during scoping or another designated opportunity for
public comment in accordance with 36 CFR 218.5(a). Issues
raised in objections must be based on previously submitted
timely, speciic written comments regarding the proposed
project unless based on new information arising after the
designated comment opportunities.
Objections, including attachments, must be iled via mail,
fax, email, hand-delivery, express delivery, or messenger
service (Monday through Friday, 8:00am to 4:30pm, exclud-
ing Federal holidays). Objections may be mailed to: Regional

document format (.pdf) only. For electronically mailed ob-
jections, the sender should normally receive an automated
electronic acknowledgement from the agency as conirma-
tion of receipt. If the sender does not receive an automated
acknowledgement of the receipt of the objection, it is the
sender’s responsibility to ensure timely receipt by other
means. Objections may also be hand delivered to the Paciic
Northwest Regional Oice, 1220 SW 3rd Ave., Portland,
OR 97204, between 8:00 am and 4:30 pm, Monday through
Friday (excluding Federal holidays). Objections may also be

Objections must be postmarked or received by the Review-
ing Oicer, Regional Forester, within 45 days from the date
of the publication of this notice. The publication date is the
exclusive means for calculating the time to ile an objection.
Those wishing to ile an objection should not rely upon dates
or timeframe information provided by any other sources. The
regulations prohibit extending the time to ile an objection.
Speciic directions on how to ile an objection are provided
in 36 CFR 218.8. (A printed copy is available upon request.)
The objection must contain the minimum required content
requirements speciied in 36 CFR 218.8(d) and incorporation
of documents by reference is permitted only as provided in
36 CFR 218.8(b). It is the objector’s responsibility to ensure
timely iling of a written objection with the reviewing oicer
pursuant to 36 CFR 218.9. All objections are available for
public inspection during and after the objection process.
Objections will be subject to review by a “reviewing oicer,”
because the Responsible Oicial for the Starr Aspen Project
is Steve Beverlin, the Malheur National Forest Supervisor,
the reviewing oicer will be the Regional Forester.
The objection process may include an opportunity for the
objector to meet with the reviewing oicer and the respon-
sible oicial, with the objective of resolving the concerns
expressed in the objection.
The responsible oicial cannot sign the inal decision until
the reviewing oicer has responded in writing to all pending
objections, and the decision must be consistent with any in-
structions issued by the reviewing oicer. After the objection
process concludes there will be no additional opportunity for
administrative review or appeal. The inal decision will be the
inal administrative decision by the agency.
