Born in Grant County and a
4th generation livestock ranch-
er in Eastern Oregon. Served
on the Grant Soil and Water
Conservation District Board
for 21 plus years. Served on
the Grant County Farm Service
Agency Board for 10 years.
Served on the Grant County
Extension Service Advisory
Council. Member of Oregon
Cattlemen Association; Co-
Chairing on the Public Lands committee. Animal
Health/Brand and Theft Committee, chairman of the 30
mile lawsuit on water quality for the Oregon Cattlemen,
and President of the Grant County Stockgrowers. Member
of the National Cattlemen Association and Recipient of the
Voice of the Industry for the Oregon Cattlemen. Currently
serving on Oregon District of Oregon; Dept. of Forestry
Budget Committee. Grant County Family Heritage
Foundation Current President. Served on the Oregon
Department of Fish and Wildlife Advisory Board and the
Grant County Wildlife Committee.
Received the Oregon Ag Fest Ag Starts Award for
Individual in 1995 which was presented by the Salem
Chamber of Commerce and the first recipient east of the
Cascades.
Proud father of two and longtime husband of one.
Donna Palmer
I was born and raised in
Grant County having
attended schools at Seneca
Elementary, Grant Union High
School and Graduating from
Long Creek High School.

volunteering for several differ-
ent organizations in the
County a must. I
participated as 62 Days Queen
in 1978 and was a Princess on the 1981 Grant County Fair
and Rodeo court. I was active in the 4-H Livestock having
animals in Swine, Beef and Horses for 9 years. I loved
riding in the Horse races held during our fair and rodeo
over several years as well as the Open Class Horse show. I
was active in Junior and High School rodeo as well.
I married a John Day native Craig Palmer in October of
1981 and we moved to San Diego until he was discharged
from the US Navy. We then moved to Portland, Oregon to
start our adult careers. I worked for NIKE for 15 years in

various roles. I was recruited to work for Adidas and re-
tired after 15 years working as US Manager of Apparel
Development and then VP of Apparel Operations.
My husband and I bought the O.K. Garage and a small
ranch in Long Creek and look forward to being back in
Grant County and continuing the legacy of being involved
especially in the Grant County Fair and Rodeo.
Heather Rookstool
Heather moved to Grant
County in high school and fell
in love. 
Her husband Zane and their
two children moved back in
2010 to raise their family. 
Heather joined the fair board
because she wanted to make
the fair what it was.
