tion w ith the narrow gauge system
then in process of building in the
Willamette Vullev, and at Wit ne-
mueea the Denver A Rio Grande,
also narrow gauge, was to meet the
line from Oregon.
Now the Rio
Grande svstem is of standard gauge,
and it i* believed tu be owned by
the Goulds, who have the Missouri
Pacific and other Southwestern
lines. There has been a good deal
of talk lately about a Pacific Coast
outlet for the Gould line«, and it is
«leemed possible ttiat this Oregon
«t Southeastern may be designed
in the Gould interest as well as in
the interest of the Huntingtons.
This would be carrying out plans
that were formed many v»*ars ago.
It would also I m ? an invasion of
Hamman territory by a cotnpeci-
live line. But every rv-w line to
the Pacific seaboard must invade
territory that has been assigned in
some manner in the presest ad­
justment of interests, and it cer­
tainly cannot be lhat no more rail­
road« will l>e built to the Paeifie.
Hmv the Oreg hi railroad sitna-
tio i wouki be affected bv this new
enterprise cannot be foretold. It
is possible that the new forces mav
brine power enough to bear to have
the Yuquiuu llathor made availa­
ble for vessels of deep draft. In
that case good u-t could be made
of the Corvallis ,v Eastern. < )r it
oiav be that the new railroad will
insist on getting down the NN liam-

Every Secretary of the In'erior
for 25 years past has urged the re­
peal of all land laws.rxcept one. by
which a man can secure title to
land by five years’ residence upon
it. In ISM Secretary Tiller said,
Not another acre should be sold
for cash or script" The schemes
proposed bv which the public do
main is to lie ceded to the various
states are simply the plans of the

of the vacant land by one grand

now done. The purpose and in­
tention of the Government from it«
foundation have been to telain con­
trol of its own estate, regardless of
state lines. The Supreme Court,
recognizing this purpose, has held
that “no state formed out of the

right to the public lauds within its
limits, or can exercise any jtowcr
whatsoever over them." Fortun­
ately Congress, within the past two
years, has adopted this view with
considerable emphasis, and the en­
ergies of those who desire to secure
the public land f>r the pur|>o.‘ea
other than home-making have 1 ren
transferred to the effort to prevent
such legislation a, would check
their operation.
It nee is but a most casual in­
vestigation of the operation of the
present system of laws governing
the di«posal <>t lhe public domain
t<> bring conviction that a clean
sweep anti u new start are absolute­
ly necessary to meet peculiar con­
ditions brought about by rapid set­
tlement. There is not a land law­
in effect which applies intelligent­
ly to lhe public agricultural <lo-
main as it is now to be found, and
< a.-h ai 1 every law which is in force
is used daily as a means for the
fraudulent segregation of land from
the public domain by those whom
the law did not contemplate as pos­
sible beneficiaries.
