White, have sent this message to the
American people urging support of the
Victory Lean:
"TO THE AMERICAN PEOPLE:
"We have had the opportunity here
m France to see and realize the mag
nitude of the accomplishment of our
country in this war and the magnificent
spirit with which this great task has
been carried through to a triumphant
Issue.
"What has been done and what re
mains to be done before normal con
litions are restored demand your con
tinued and united support with the
name spirit of self sacrifice and of de
termination as that which was mani
fested by the nation while the German
armies faced our men at the Marne,
and In the Champagne, at St. Mlhlel
ind In the Argonne. We must not re
lax our efforts until every soldier of
the republic is landed on the soil of
America.
"To finish this mighty task Imposes
npon the government of the United
States a great financial burden. The
Victory Liberty Loan must thrive. It
It should rati it would Indicate that the
Nation Is willing to leave Its task un
completed. "To secure the ideals for which
Americans fought and died this great
demand on national patriotism and
united effort should meet a generous
tnd universal response. Let us do our
fluty to the end.

thirtieth legislative assembly of the

people; lso on amendments to the
constitution of the state of Orrgoi.

appropriating money to defray the
expenses of such special election, and
-claring an emergency.
Be it enacted by the people of the
Slate of Oregen:
Section 1. A special election shall
be held at the several voting pre
cincts of this state, on the third day
Of June. 1919. At such election, the
following named proposed amend
ments to the constitution of the state
of Oregon, adopted by the thirtieth
legislatrVe assembly of the state of
Oregon, and no other, and the fol
lowing measures or enactments
passed passed by the thirtieth legis
lative assembly of the state of Ore
gon, and which by the terms thereof
liave been submitted to the people,
and no other, shall be submitted to
the people at said election, for the
approval or rejection of the people
of the state, to wit:
Senate Joint Resolution No. 25
Amending article XI of the constitu
tion of the state of Oregon, by adding
section 7-a. providing for the Issu
ance of not exceeding 15,000,000 In
reconstruction bonds of the state of
Oregon.
House Joint Resolution No. 32
for the addition to the constitution
of the state of Oregon of article Xl-b
providing funds for the payment by
the state of interest, for a period not
exceeding five years, on bonds Issued
by Irrigation and drainage districts.
Senate Jiont Resolution No. 11
Amending section 10 of article XI of
the constitution of the state of Ore
gon, Increasing the limitation of
taxes by counties, for roads.
House Joint Resolution No. 20
Amending section I of article XIV
of the constitution of the state of
Oregon, as to the location of public
institutions of the state, and except
ing from the former constitutional
provisions, an industrial and recon
struction hospital.
House Joint Resolution No. 31
Amending sections 1 and 8 of article
V of the constitution of the state of
Oregon, and providing for a lieuten
ant governor.

the issuance of reconstruction bonds
of the state, conferring certain pow

rived from reconstruction bonds in
