The Oregon Experiment Sta
tion Bulletin No. 119, written by
Prof. H. D. Scudder, is one of
the largest and most thorough
works of the kind yet put out.
It deals with the agricultural con
ditions in Eastern Oregon, tak
ing the territory up in three main
divisiens: The Columbia Basin,
The Blue Mountain Division and
Central Oregon.
In this bulletin, Prof. Scudder
has dealt quite thoroughly with
the soil types of these divisions
of Oregon; has given interesting
and valuable tables showing rain
fall, temperatures, evaporation,
wind velocity, etc., for various
localities; has considered the use
and conservation of soil moisture;
devoted considerable space to
the matter of soil tillage and dry
farm machinery; and takes up a
lenghty discussion of cropping
methods and the types and vari
ous crops adadted.

Changes in School Law
Suggested by Civic League
The Portland Journal says:
Proposed changes in the school
laws of the state were indorsed at
a meeting last night held at the
Hazelwood restaurant under the
auspices of the educational de
partment of the Oregon Civic
league, as follews:
Abolution of the annual school
meeting, raising the maximum
of taxation by districts, compul
sdry term of nine months Bchool,
using the school houses as voting
places at school elections, use of
preferential method of voting,
state and county school superin
tendents to be elected at the school
election, polls to be open during
such hours as will give all voters
an opportunity to vote and all
registered voters to be allowed
to vote.
Thirty-five persons were pre
sent at the meeting last night,
including State School Superin
tendent J. A. Churchill. City
Superintendent L. R. Alderman,
County Superintendent Arm
strong, Professor Ressler of 0.
A. C. ; 0. M. Plummer, of the
school board; Judge W. N. Cat
ena, of the juvenile court, and
representatives from the public
library, Oregon Congress of
Mothers, Parent-Teachers asso
ciation, High School association,
St. Johns Grade Teachers' asso
ciation, St. Johns Teachers' lea
gue, Collegiate alumni, W. C. T.
T., Alberta Improvement club,
and the U. of O. Alumni association.

was a difference of opinion on
many of the questions. State
School Superintendent Churchill

There is sufficient snow to al
low the use of sleighs but a little
more would make it better. The
roads are fine and the mails are
making very good time.
Frank H. Chamberlain and
wife arrived here recently from
Salem and expect to go to Catlow
where they hope to find a home
stead that will suit them and
make their home in this county.
The Times-Herald calls atten

George P. Putman. the Bend
newspaper man has been selected
by Governor-elect Witbycombe
as his private secretary. Mr.
Putman is a capable young man
and should fill the position well.
He has been a supporter of Gov.
West and also the Wilson ad
ministration in his paper for some
time and his selection was some
thing of a surprise on this ac
count However, this does not
disqualify him for the position,
in fact it would rather commend
him than otherwise. He's one imparted at the Franciscan
spring. Claud has gone to his
ranch near Voltage where he will
spend the winter,
Miss. CluriyH Holland, a niece
of I. II. Holland, who has been
here on a visit for a short time,
took her departure Tuesday morn
ing to join her parents who have
recently moved to Los Angeles.
While here Miss Holland gave
several dancing lessons. She
was accompanied to the railroad
oy Mrs. i. ii. noiianu who re
turned home yesterday.
