human effort is wasted and
the remaining one-third li
largely misdirected." If this
assertion is true it would bo
interesting to figure out what
portion of $35,000,000,000. the
amount spent annually in the
world's market, is wasted. It
is likewise interesting to know
what per cent of the millions
I of dollars spent annually in
advertising'is'wiwted and' why
is it wasted.
Men who have made a care
ful study of advertising tell
us that over 75 per cent of all
advertising is wasted. y
I this vastper cent of inoffici
enty? It was only recently
we noticed.that three general
stores in town advertised on
the same day that they won
now holding the "Greatest
Semi-Annual Clearance Sale
Ever Held Here." Kach of
the stores could not be holding
the greatest sale. TtV pro
prietors did not believe it, the
public did not believe it and
the three advertisements were
inefficient and wasteful. Dis
honest advertising is destruc-.
tive in tendency and wasteful
advertising.
The problem of distribution,
of bringing buyer and seller
together, is the great problem
in business. That is what the
right kind of advertising docs.
Any advertising that doe , i,.t
accomplish this result is waste
ful advertising.
Spasmodic, and in fact all
advertising not backed up with
a definite plan, is wasteful
advertising. This kind of ad
vertising never can be relied
upon to produce definite re
sults. There is one certain way of
reducing waste in advertising.
Just as salesman are made
efficient by proper training and
handling so advertising will
be efficient when the advertiser
is properly trained. It is just
as foolish to prepare advertise
ments without a knowledge of
advertising, as it is to perform
a critical operation without a

The Water Situation.

For the past twenty years the
land owners of the Harney Val
ley have been guessing as to
what their water rights con
of, and have enjoyed the luxury
of expensive litigation that has
not decided anything. The first
stops have been taken in the pro
cess of determining and definitely

living the water rights. The
maps prepared from the surveys
made under the direction of the
State Kngineer show the condi
tion as to overflowed or watered
lands; the claims filed with the
State Water Board reveal what
each claimant thinks he is cn
titled to.
The total acerage claimed as
irrigated exceeds the actual
amount of beneficially watered
land, probably, by one-third or
one-half; the amount of water
claimed as being used to irrigate
these lands is about three times
the iiuantity that the river is
known to carry down to the val
ley each year. Thousands of
acre feet of water flood our best
valley lands early each spring,
causing great damage to culti
vated crops, and finally fill up
and form the many acres of
u rthless swamp lands around
Malheur Lake.
It will, therefore, appear that

tween the claims as filed and the
actual facts. The State Water
Hoard will probably be able to

The Pacific Live Stock Co.
claims to have irrigated or has
now ready lor irrigation 36,144
acres, and which the company
alleges requires 4 acre feet per
aire, or 140,576 acre feet, per
season, to enable it to produce a
crop of wild hay. The company
contends that this is the only
ci op that their lands are capable
Of producing. Superintendent
(, 1 1 crest has testified that the
greatest amount of hay his com
pany has harvested in one year
was about 9,600 tons and the
average yield has been about
ti.000 tons per year. 35, 000 acres
of good Harney Valley land,
properly irrigated and cultivated,
will produce at least 106,000 tons
of alfalfa, or 1,000,000 bushels of
grain.
The combined claims of the
William Hanley Company, the
Silvies River Irrigation Co.,
Harney Valley Improvement
Company and the Oregon and
Western Colonization Company
call for more water than annually
Hows into the Harney Valley.
Individual claims aggregate
about 26,400 acres and ask for
about 92,000 acre feet per season.
The total area claimed as now
irrigated in the Harney Valley is
about 85,000 acres. Under pre
sent conditions this is supporting
about 3,000 people. With proper
development that amount of ir
rigated land will support more
than 20.000 inhabitants.
A few of the successful farm
ers nave stated in tneir proof
claims that one acre foot per
season delivered to their land
would be sufficient. The majority
of the claimants, however, have
alleged that the irrigation season
extends from about March 15th
to July 15, and that their land
required one miner's inch of
water. Water cannot be used
beneficially on cultivated crops
in this section in March and
April. A miner's inch flowing
for the term of ISO days is a
great deal more water than any
of the land receives or that can
possibly be put to a beneficial
use.

contend for the rights necessary
for tot system. Under existing
conditions, th writer and his
associates, under their rights
and permits, represent the public
beneficial use of all unappropriat
ed and unsned waters of the
Silvies River. We must, there
fore, file many oonttttl to brinjr
the issues sipiuroly before the
State Water Hoard, but we sin
cerely hope that before the final
he.irings in this adjudication pro
ceedings that these rights may
be properly and expensively ad
justed.
