The man agement of the state school is ar ranging a camp for boys from all parts of the state at thai time, which will follow the close of She school year. Details of the plan have not yet been fully worked out. but E. D. Restler, director of the 0. A. C. Summer school, has arrang ed for a new departure In tha work and believes it will be of great practical value Those at tending the course will be shown approved methods and as the in atruction will be given by actual demonstration in connection with ten days camping out, it will be a source of education presenting attractive recreation features. A prospectus will soon be issued by the college. The secret of the prevailing prosperity in Tillamook county is explained by reference to the cow census which is included In the county assessor's Rgures. Last year butter fat brought an average of 41.3c per pound and each cow in the country produc ed, on an average. $106.00. Good dairying is also reported from Buena Vista, where one herd of 11 cows brought a check for $168.16, an average of 114.37 for each cow during the month. The district forester with head quarters at Portland, will start anyone who wishes in the busi ness of growing basket willows. Cuttings may be had free on ap plication, as the Government la carrying on investigations to de termine the variety best suited to this state. Peppermint growing is t be tried near Albany, it being be lieved that this plant can be made a profitable crop. In the Wenat chee, Washington, countrj pea nuts are being planted between the fruit trees, the tops to be used for hog feet! and the nuts to be sold to peanut butter fac tories. A movement is under way in Portland for a complete display Of exhibits from each county under the direction of the State Immigration Commission co-operating with the commercial or gonizations and the railroad-. It is desired to establish a home aeekers' headquarters where each county will be fully represent- d. The discovery that jack pine of Central Oregon is suitable for making paper pulp is an impor tant one to a large section of the state. It is expected the very large tracts of this timber will prove of considerable value when manufactured into paper. The whole state responded nobly when called upon for aid to the flood sufferers of the mid dle west. Cash clothing and pro visions were sent promptly and will no doubt do much to relieve the suffering of those whose homes were swept away by the floods. Eighth Grade Examinations 1. Contract Practical conservation and busi nesslike cooperation between state and nation is initiated by Secretary Franklin K. Lane of the department of the interior in a contract approved by him be tween the United States and the state of Oregon. At a recent conference held in his office, at which were present Secretary Lane, Director F. H. Newell of the reclamation service. Senator Chamberlain and John H. Lewis, state engineer of Oregon, a for m.il agreement was presented which provides for cooperation between the federal government and the state of Oregon in the investigation of irrigation nnd power projects. The secretary agreea to withdraw the neces s uy land and the state engineer agreea to hold the necessary water for irrigation. Any pro ject or unit may be released for construction by private capital upon payment of the cost of pre paring plans providing such de velopment will be carried out in harmony with the public plan for the highest utilization of the waters of the state, says a Wash ington dispatch. The sum of $100,000 is now available, one half of which is ! contributed by each party, and ! will be expended largely on the iin-..ti.mimn of the .100.000 acre Deschutes river project, starting immediately on the Tumalo cre unit of STi.OOO acres. The state has appropriated $460,000 for the partial construction of this unit and Secretary Lane has agreed to allot an equal amount for con struction of the entire project ii cooperation with the state. The Oregon legislature has sub 'milted a constitutional amend ment for the vote of the peoplt authorising the issuance of bond; for the construction of irrigatioi and power projects. To eonv plete the Deschutes project will re.iuire about $8,000,000. Seer. tarv Lane stated that he was in sympathy with the entire plan of cooperation and if the state of Oregon would put up $4,000,000 toward the construction of this project, it was his opinion that an equal amount of money could be allotted from the reclamation fund by that time for this work in Oregon. The joint construction of the Tumalo creek unit will serve as an experiment in cooperation and will prove useful in perfecting an organization before taking up the larger and more important work. State Kncineer lewis said: "1 am much gratified at the result of our conference. It promises a new era of progress and devel opment for Oregon. Everybody knows that there is absolute stagnation today in irrigation development by private enter prise. Irrigation securities are under a cloud, the investors will have none of them, our irrigable lands cannot be reclaimed except through the joint efforts of the state and federal government. The question of states' rights has but little significance compared with the vastly more important onestion of states duties. Co operation of the national and state governments in the big field of conservation which Ore gon offers will give great impetus to every line of business m the State. It will promote what we u( ted above all things, the estab lishment upon the lands of thou sands of families in their own homes. From these will flow im measurable benefits to our com merce, to our manufacturing and to the general upbuilding of the whole state. I believe the initia tion of this new policy is almost as important to the western states as the passage of the reclamation act itself. It will mean the doubling of the recla mation fund and it will bring about a close relationship between the state and nation in a work of internal expansion, a recognition of state duties as well as rights, the importance of which cannot be measured at this moment. It forestalls forever the proposed repudiation of the obligations of the reclamation settlers to the government which has been ad vocated by some western politi cians." script in Grammar.
