In furthering and regulating Carey act reclanjation work the people of Oregon have been severely centured for disregard of their own interests.' At times companies have entered upon this work, and charged excessive prices forthe acreage. This was permitted by the Desert Land Board. Settlers who might have been attracted were repelled by certain prices charged for lands. Speculative profits were permit ted when a fair margin could have been held to, if strict sup ervision of the contracts had been enforced. To get this work in a i healthier state, and then to co operate in advertising to the world the wonderful acreage awaiting irrigation and cultiva tion here, the Irrigation Congress will be an important medium. During the Congress it is the purpose to have gathered very accurate data on the irrigable lands of the state, and also the waters available. The greatest possible publicity will be given these facts, to prove that Oregon has the greatest of all western opportunities for the settlers.
