State Control of Wntcr Power.
Water power is used locallv
within n state, nnd is properly a
utility to bo controlled by local
needs and laws. It cannot be
transmitted as coal and .lumber
aro transported -for the use of
tho people of the entire nation.
Nor should tho General Govern
ment collect toll from such local
U30 of a resource that concerns
almost exclusively tho people of
tho state wherein it (lows.
Moreover, tho laws and the usa
ges of tho Nation have always
conceded this control to tho
states. Development of water
power iir Atlantic and Middle
Western and Southern states has
progressed along these lines. In
those states water power streams
are free from paying tribute to
tho General Government. Hut
under the Pinchot plan, Western
States, especially Oregon and
Washington, aro to bo singled
out, and their citizens compelled
to pay toll to a bureau and a host
of officials in the National capital
for the lights they burn and tho
cars they ride in and the machin
ery that eases their labor.
This is not just nor does it ac
cord with the usages and laws of
the land. Yet tho Piuchot idea
is strong in Congress, and it may
be impossible just now to gam
for Western States the privileges
that the older commonwealths
enjoy. The state of New York
is mapping out a big scheme of
power Jevelopment for waters of
Hudson River, and could not bo
persuaded to hand over the con
trol of its privileges to officials in
the National capital. Nor would
oeher Eastern States, either.
'Stringent laws have been en
acted in Oregon and Washington
and other Western States for
conservation of the public's in
terest in water powers. No
monopoly could gain control of
"streams in Oregon, to detriment
of the people of this common
wealth. Oregon is tho lawful supervisor
of all streams within its borders.
So is the state of Washington.
The National Government is an
invader of rights and privileges
since its foundation have been
the property of the states.
