While not officially confirmed,

neering experts on tho Deschutes
railroad project will bo adverse
to tho Harriman interests. As
these interests, in this particular
case, aro also tho interests ofi

tho Central and Southeastern
part of the state, tho matter is
one that can hardly fail to causo
vigorous protest Tho greatest
possible benefits that can be
reaped from tho obstructing re
clamation dam, or from tho num
erous private power schemes in
tho Deschutes canyon, are so in
significant in comparison with
tho benefits which will follow
construction of a railroad into
Central Oregon that no difficulty
should be experienced in brush
ing them aside and opening the
way for immediate construction
of tho water-level lino in the in -
terior.
Twenty years ago, when econ-1
omies of railroad construction
and operation were given only
mild consideration, refusal by
the Government to perrpit a rail
road to enter a new territory by
the only water-level route avail
able, would have been less
seriously regarded than at the
present time. Freight rates were
higher, money for building was
more plentiful, and every branch
of the business, from financing
and construction to operating,
was conducted by haphazard
methods that are no longer possi-1
ble. A line into Central Oregon
can be built by extending the
Corvallis & Eastern over the ter
rific mountain grades that make
the Santiam river a raging tor
rent the year round. It could
also be built by extending that
line of grades and curves, the
Columbia Southern, over more
miles of devious and expensive i
wanderings. Extension of either!
of these lines, however, or the
building into Central Oregon by
any other route than the water
level grade of the Deschutes,
would mean the placing of a
freight-charge handicap on every
ton of freight moved as long as
the road should be in existence. , considerable trouble, and the one

the producers in that isolated
part of the state, like those along
the Columbia Southern a year
ago, or along the Condon branch
four or five years ago, are willing
to pay almost any freight rate
that could be asked in order to
secure the needed facilities. But
with the increasing traffic that
will follow construction of the
railroad will come a demand for
lower rates and eventually these
rates must be based on the cost
of service.
That is the situation that is
confronting all railroads in the
country. It was this gradually
appearing change that caused
Mr Hill to build a $50,000 rail
road down the north bank of the
Columbia in order that he might
be in a position to meet the com
petition of the opposing forces
that already had such a line.
For the same reason Mr. Harri
man has been spending more
than the original cost of the road
in straightening curvs and elimi
nating grades on the line be
tween Portland and The Dalles.
If Mr. Harriman, or any other
railroad builder, shall be permit
ted to build through the Des
chutes canyon in accordance with
the present surveys, it will be
possible for a car to run from

greatest danger for this city, in
caso wo shall bo barred i rom en
tering Central Oregon by a water
level route, lies in the strong
probability that tho traffic will bo
drained out to California by
routes that aro much more econo
mical than any except tho Des
chutes route. Tho question with
which wo aro now confronted is:
1 Shall the interests of thousands
of people, in a rich region sus-
ceptible of supporting millions,
together with tho interests of the
City of Portland, situated at the
footof a down-hill haul from that
region, bo set aside in order to
favor an insignificant reclnnm
tion scheme of problematic value
and a few power sites having
only a speculative value?
It is up to Portland to make
every effort to havo this matter
presented to tho Washington
authorities in its proper light.
It is too early to give full cre-
I donee to the ugly rumors that
have been heard regarding tho
attempted holdup of tho railroad,
but it is not too early to begin a
campaign which will show the
overwhelming extent to which
thep.oplemostaffcctcd by cither
railroad, reclamation or dam-sito
schemes, are in favor of the mil
