It is an inno­ vation that could be well followed in various parts of the state with­ out injury to the honest working people and with great benefit to the general public, says the Guard. No one believes that the convicts should he permitted to live lives of ease without any hard work to do—that would suit the prisoners too well—and many of them would be only too glad to gel back again after their terms had expired in order to have an easy time; but the practice that has been in vogue for years of rent­ ing the convict labor out to con­ tractors is a shame and a disgrace to the state. Under the present system the convicts are brought into direct competition with the /laborers vs ho endeavor to earn an honest living. And the contrac­ tor who hires their labor is ena­ bled, because he gets the labor cheap, to undersell their compet­ itors who employ honest labor and pay honest wages for it.
