The people are always ready
to condemn individuals who break
laws and to point the finger of
indignation at anarchy in what­
ever form it appears.
Oregon has ;ui example before
her which »liould cause thinking
men to stop a moment and won­
der uhal the object of law really
is.
The s< alp bounty law has been
upon the statu’e books of this
state for four years, It was pass-
ed and ingiailed into the code
of Oregon and became equal in
force and execution Io the law
against murder or theft.
F irst one county dared to re­
pudiate it and refuse to comply
ivith its provisions and then an­
other, simply because it was not
directly benefit ial to tin m.
A reign of anarchy set in
'Ehls law ivas wilfully set aside bi
the county courts of various coun­
ties of the state. Although it u as a
part of the code of Oregon, these
very men who are supposed to be
watchful' of good government
and in whose hr.itds is plated the
execution of the law, set a por­
tion of that c ode aside and refused
to comply uith it.
Another law on the statute
books of Oregon savs that no
county shall go into debt to ex­
cede $5,000. These very county
