House passed bill for prohibiting pelagic sealing by the citizens of the Lnited States. Senator Wulcott has promised a speech in detail concerning the in ternational monetary commission, after holidays. The senate passed a bill ordering a revenue cutter built to operate on the Yukon. Resolution adopted authorizing the Secretary of the Interior to fur nish itemized statement of receipts and expenditures of the Kansas Pacific since 1877 to 1897. The senate will not take action toward confirming the appointment of McKenna as chief justice until after holidays. Dec.,15—William Henry Theodora Durrant, the con demned murderer of Blanche La mont, was sentenced this morning by Judge Bahrs for the fourth time to suffer the extreme penalty of the law, the date of his execution being set for January 7lh next.
