White House, Kremlin plan first summit
for Biden, Putin in Geneva in June
The White House and the Kremlin are work-
ing to arrange a summit next month between
President Joe Biden and Russian President Vlad-
imir Putin in Switzerland, according to officials.
National security adviser Jake Sullivan is
meeting with his Russian counterpart in Geneva,
the proposed host city, this week to finalize de-
tails, according to one U.S. official familiar with
the preliminary planning but not authorized to
discuss the deliberations publicly. Geneva is now

As Western anger continues to grow, Euro-
pean Union leaders on Monday agreed on a set
of sanctions against Belarus, including a ban on
the use of the 27-nation bloc’s airspace and air-
ports amid fury over the forced diversion of a
passenger jet flying between two EU countries in
order to arrest an opposition journalist.
Another significant closure
is at the intersection of Purcell
Boulevard and Butler Mar-
ket Road. This month, the city
closed the intersection to re-
place what was supposed to be
a temporary signal light that
lasted 20 years with a round-
about, Oster said. Construc-
tion is anticipated to be com-
plete in September, he said.

on Newport Avenue to fix a
failing storm drain system.
Oster said he appreciates
people’s patience as the city
faces multiple construction re-
lated closures.
“We’ll get through this to-
gether,” he said.
In what EU leaders have called a brazen “hi-
jacking” of Irish carrier Ryanair’s plane flying
from Greece to Lithuania on Sunday, they de-
manded the immediate release of Raman Prata-
sevich, a key foe of authoritarian Belarusian
President Alexander Lukashenko.
Ryanair said Belarusian flight controllers said
there was a bomb threat against the plane as it was
crossing through Belarus airspace on Sunday and
ordered it to land. A Belarusian fighter jet escorted
the plane in a brazen show of force by Lukashenko,
who has been in power for over 25 years.
Plans for a graduation ceremony that day,
which is expected to be held in-person and out-
doors at the school’s football stadium, are not ex-
pected to change, Schmidt said.
All three major Bend high schools — Bend,
Mountain View and Summit — have had slightly
more COVID-19 cases in the past 28 days than La
Pine High, according to Bend-La Pine Schools data.
However, 15 cases means a lot more at La Pine,
which is significantly smaller than the major
Bend high schools. At about 400 students, it has
less than a quarter of Bend High’s 1,600-plus stu-
dent population.
“It’s a high number for a small community,”
Schmidt said.
No other building in Bend-La Pine Schools
is under immediate threat of going back to dis-
tance learning right now due to COVID-19, said

“Having a low-barrier shelter in Bend
is an important step towards our Council
goal to find 500 beds for our neighbors ex-
periencing homelessness,” said Bend City
Councilor Megan Perkins in a written state-
ment.
The city and the non profit NeighborIm-
pact are funding the shelter with state and
federal funds each organization has received
for this service, according to the city.
Both will contribute at least $300,000 from
federal COVID-19 relief funds received last
year.
The Emergency Homelessness Task Force,
which has been formed between the city and
Deschutes County, will explore how to fund
the shelter long term.

“If we would have been able to foresee
that the risk levels would drop as quickly as
they did, we may have been able to anticipate
having the event. However, the governor’s
change in the risk framework and the drop
in risk level came as a surprise to everyone,”
he added.
Deschutes County dropped to the “lower”
risk level for the spread of COVID-19 on
Friday after reaching a 65% vaccination
rate.
The Pet Parade is an Oregon Heritage
Event dating back to 1932. Before the current
pandemic’s back-to-back cancellations, the
only other year the parade did not take place
was 1943, during World War II.

During the return to distance learning, the
La Pine Hawks athletic teams cannot compete.
Aaron Flack, athletic director for the school, did
not respond when asked for comment.
This outbreak comes a few weeks after Bend-La
Pine started hosting voluntary COVID-19 vacci-
nation clinics for students inside its high schools.
But La Pine students were much less interested in
getting the shot.
When La Pine High hosted its first vaccine
clinic May 6, only 27 students received a vaccine
dose. Meanwhile, hundreds of students were
vaccinated at each clinic held at the three major
Bend high schools at that time.
However, all these school-based clinics — in-
cluding the one at La Pine High — were also
available to students from nearby, smaller public
and magnet schools and homeschooled teens.
The overall vaccination rate in the La Pine-
area ZIP code is fairly low, at 42.5%, according
to the Oregon Health Authority. In comparison,
the vaccination rate is 62.1% for north and west
Bend, 56.6% for east Bend, 46.9% for Redmond,
71.1% for Sunriver and 65.6% for Sisters. The
statewide vaccination rate is over 50%.
Oliver Tatom — who oversees the nurses and
medical assistants at St. Charles Family Care and
Immediate Care in La Pine — said the number
of COVID-19 cases detected at his clinic have
skyrocketed recently. In April, the clinic saw a
new monthly high of 47 cases, and in May so far,
there’s already been 99, he said.
“Given the prevalence of COVID in the south
county community, it’s not surprising to me
there have been so many exposures and quaran-
tines that the high school has had to transition
to distance learning,” Tatom said.
Tatom believes the high cases in the La Pine
area are due to a number of factors.

ture, COVID-19 hadn’t had a major outbreak
in the region yet. So when Oregon and federal
authorities recently began loosening COVID-19
restrictions, it made it easier for the virus to
spread in south Deschutes County, he said.
“People are doing more indoor gatherings
without masks, and we have not gotten any-
where close to herd immunity with our vaccina-
tion rate,” Tatom said.
Schmidt said she was unsure whether the
COVID-19 cases at La Pine High School were
due to the high case counts in the community, or
spread within the school.
“I do know the numbers are up in La Pine in
general, and that has trickled into the school,”
she said. “But we have other schools too, so it’s
interesting that it’s just the high school.”
The four other south county schools all have
logged fewer than five cases in the past 28 days.
