Kate Heard Brown’s COVID-19 regula- tions, try to recall elected offi- cials who decline to sign onto their “declaration of basic rights” and publicly name private citi- zens who file complaints against businesses that don’t comply with Brown’s executive orders. Sen. Dallas Heard, a Repub- lican from Roseburg, is one of the group’s main supporters. On Friday night, Heard an- nounced he would raffle off his sports car, a 2000 Dodge Viper, to raise money to sup- Baertschiger port the group’s future endeav- ors. Sen. Herman Baertschiger Jr., R-Grants Pass, also spoke at a Friday event at a Roseburg church. The event appeared to be well attended, according to an hourlong video posted to Face- book showing with multiple camera angles. No one in view on the video appeared to be wearing a mask. Heard made headlines last month when he re- moved his mask in a floor speech at the Dec. 21 special session, saying Brown’s government “op- pressors” had “false authority” when demanding he wear a mask. As part of his lengthy speech Friday, Heard said people who file complaints against busi- nesses that choose to open despite COVID-19 regulations are “extremists.” See Restrictions / A10 Pedestrian killed on Bend Parkway Bulletin staff report A 42-year-old Bend man was killed Satur- day night when he was struck by a semi truck on the Bend Parkway. The Bend Police Department said in a statement early Sunday that Marlow White, of Bend, was a pedestrian and was seen by witnesses attempting to run eastbound across the Parkway, starting from the west side of the roadway just south of Hawthorne Ave- nue. The driver of the semi truck, William McCain, 56, of Alaska, saw White and braked while turning into the adjacent southbound lane of the Parkway in an attempt to avoid the collision, but the 2017 Volvo truck he was driving struck White. White was not in a crosswalk or pedestrian crossing. Officers from the Bend Police Depart- ment arrived and provided medical aid to the unconscious White. Bend Fire & Rescue paramedics took White to St. Charles Bend, where he died. The accident took place just after 7 p.m. McCain, the driver, remained on scene and cooperated with investigators. There was no indication that alcohol or other substances were a factor in this collision, according to Bend Police. Plane crashes on the reservation Bulletin staff report A small plane crashed in a remote part of the Warm Springs Indian Reservation on Saturday. According to the Warm Springs Police Department, dispatchers were notified at 2:30 p.m. by Seattle air traffic controllers of a possible plane crash in the area of the Mutton Mountains, which are in Wasco County. The plane was described as a Cessna Cita- tion 560 jet with the capacity to seat up to 11 passengers. The number of people on board was not known. The crash was confirmed by a U.S. Air Force flyover and an Oregon State Police aircraft. Warm Springs police responded with as- sistance from Warm Springs Fire and Safety, Wasco County Sheriff’s Office and Oregon State Police. The crash site was accessed by all-terrain vehicle.
