Mid-winter
college meet
set for Bend
The Oregon State Association
of Community Colleges will hold
an invitational mid-winter con
ference in Bend December 13
and 14. The meeting, which has
been called jointly by school
boards and administrators' sec
tions, will be attended by rep
resentatives of the state's five
community colleges and three
vocational and technical
schools.
Also on hand to take part In
a review of the current status
of legislation and Its implica
tions will be members 01 the
Oregon State Legislature, rep
resentatives of the various col
lege boards, members of the
architectural firms for the col
lege building projects, and oth
ers Interested.
Malcolm Bauer, of the editor
ial staff of the Oregonian; Staf
ford Hansell, of the ways and
means committee; Rep. Kessler
Cannon, and Sen. Boyd K. Over-
hul.se, will discuss the subject,
"The Community College Im
age and Its Future Prospects,"
following a Friday evening din
ner meeting. Kalph McEwen
from Blue Mountain College.
Pendleton, will serve as master
of ceremonies and panel chair
man. Buildings, building problems,
and costs will be discussed with
Robert Wilmsen, chief architect
of Wilmsen, Endicott and Un
thank, architects for Central
Oregon College.
Grant H. Rinehart, chairman
of the board of Treasure Valley
College, Ontario, and vice-chairman
of the Oregon State Assoc
iation of Community Colleges,
will serve as chairman for the
Saturday morning session. A
tour of the building site of the
Central Oregon College campus
Is also scheduled for Saturday
morning.
Eugene F. Voris, president
of Treasure Valley College and
chairman of the administrators'
section of the state association,
will serve as chairman of the
Saturday afternoon session. It
will feature a report by Robert
O. Hatton, assistant superin
tendent of public instruction in
charge of community colleges,
on "The Federal Picture for
Community Colleges."

Judge Howell, who heard the
case in Judge Robert H. Fo
ley's court, gave a directed ver
dict in favor of Houk, the de
fendant. The court said that the
defendant's invoking of the sta
tute of limitations barred the
claim as a matter of law.

school support funds to schools

part time basis.
Thornton also recommended
that the board adopt rules and
regulations governing computa
tion of shared time in distribu
ting the basic money.
Also on the agenda Is a par
tial plan for school district re
organization in Douglas County.
The proposal would establish
administrative school district 19,
made up of school district 8-
Canyonville, and school district
19-Myrtle Creek.
The controversial Polk-Yam
hill reorganization plan also is
before the board again. Yamhill
County officials have rejected
the proposed reorganization, and
suggested an arbitration board
be established.

an emergency because of a
short supply of elementary
teachers. Each year since 1943
the state board has authorized
issuance of emergency elemen
tary certification. During the
1962-63 school year 1,795 such
certificates were issued, and to
date 1,530 have been issued for
the 1963-64 school year.

The Bend Assembly of God
Church, E. Second Street and
Greenwood Avenue, will pre
sent the Four Marks Quartet to
night at 7:30 in a night of gos
pel singing.
This quartet of gospel record
ing artists has appeared on
radio and TV and in sacred
concerts across the nation and
Canada. The Four Marks have
been singing together as a
quartet for the past three
years. They are from Everett,
Wash.

day expressed hope that Canadian-American
negotiations on
the Columbia River treaty will
be completed this month.
He hinted that the final out
standing issue the price for dis

at a negotiating session here
next Monday and Tuesday.

two governments would open
the way for the three-year-old

A 25-foot strip of turf to en
circle the Juniper Park recrea
tion slab is being prepared now
by the park and recreation de
partments, as grading opera
tions get underway.
Planting of the grass seed is
scheduled next spring and the
ground should bear an emerald
turf by summer. Another area
of new grass will be grown be
tween the slab and swimming
pool. Until grading got under
way these areas were heavy
with sage and cheat-grass.
Workmen also are preparing
a recreational "first" as they
install the forms of six horse
shoe courts which will be ready
for public use next summer.
Church to have
guest speaker
The Rev. M. C. Miller of Sa
lem, state leader of Free Meth
odist Churches who recently re
turned from a trip through the
Orient, will be guest speaker at
the Bend Free Methodist
Church beginning on Tuesday,
December 10. The series of
talks will continue through Sun
day, December 15. The Rev,
Mr. Miller will speak each eve
ning starting at 7 o clock.
The churchman in his travels
spoke before groups in Korea,
Formosa and Japan, and also
spoke in Hongkong, China.
Pictures will be presented
each evening. These will large
ly deal with present day condi
tions In the Orient, and the sig
nificance of these conditions to
the western world.
The Rev. Byron Jacobson,
Free Methodist Church pastor
in Bend, said the meetings will
be open to the public.

EDNA A. RIVES
Edna A. Rives, a two - year
resident of Bend who operated
Edna's Sew Shop on S. Third
Street, died Thursday afternoon
at St. Charles Memorial Hospi
tal. She was 57 years of age.
Mrs. Rives was born on May
21, 1906 in Hurst Springs, Tex.
She was a past president of the
American Legion Auxiliary in
Amarillo, Texas. Her religious
affiliation in Bend was with
the Methodist Church. The fam
ily residence was at the sewing
shop.
Surviving are her husband,
Earl T., Bend; a daughter, Vir
ginia Vonell Carson, Westmin
ster, Calif.; four grandchildren;
two sisters, L y d i a Staggs,
North Hollywood, Calif., and
Lavada Gentry, M e n t o n e ,
Calif.; brothers, Carl Mann, En
