O. L project. That is. tho proposed purchase may and should bo regarded at the present time -wholly In, respect to its. local relations. Tlio'jfo'rth Unit connec tion may and should bo disregarded. .Looking at tho matter from that angle, with no other complicating ''bfc-camstances to consider, It seems 't iw that thero, aro two and only two questions to be answered. Tho first, "Is It desirably that the settlers, through the district, should tako over tho project?" and the second," Is the price right?" ' On tho first question we imagine there would be almost an unanimous answer in favor of eliminating the company. Its "recent management has been of a character to regain the favor' of the' settlers so that the old reasons for bottler control aro no longer important, but even so, the settlers Bill! deslro to tako over the management) and properly so. The theory back of the Carey act was that ultimately tho contractor would be eliminated, Tho settlers now hero have nlways looked forward to tho day when they would tako charge, and wo bellevo a great majority now prefer to have tho company out, nnd feel so without any animus against its present man agement. Whether Or not tho prlco Is right is a much more difficult question.! We do not pretend to know tho swer nor how tho settlers feel about it. It depends, of course, on a con' slderatlon of what Is being- received for tho price. Tho price Is right if value Is being given. Seems to us that when a wholo train load of logging expertsccomes to town tho Concatenated Order of Hoo JIoo ought to Jinvo something doing. STOCK SCALES. Although Bend prides itself on being something of n sheep and live stock center, It lacks ono of the most important things that such a center should have namely, scales at tho stockyards with which to weigh shipments. At tho present time, according to our information, shippers can ob tain the weights on their stock only through tho courtesy of O'Donnell Brothers, who permit tho uso of the scales at their slaughter-house, soma distance away from the rail- road. It the Inconvenience of dis tance ;wcro tho only difficulty these scales might serve, but stock aro frightened In the vicinity of a- slaughter house and the loss ot weight and tlmo involved la setting them onto tho scales makes shippers dislike to use them. Ab matters now stand tho shipper must cither suffer tho loss con nected with 'weighing on tho only avallablo scales or ship 'ills stock unwelgaed. It ho has in ado his sale here but falls to get ariy weigh ing until tue shipment arrives ut Its destlnalio'n ho Is out tho loss of weight which occurs during tho railroad Journey. It seems clear, therefore, that it is very much to tho interest of tho stockmen to have scales located at tho stock yards here. In this matter of scales is found another example of the progressive spirit shown by Redmond.
