pchutca river nt Benjinm falls is ef
fectively tied up In connection with
tho proposed Deschutes Irrigation
project wus the announcement rondo
today by T. H. Foley, manager of the
Bend Water, Light & Power Co.,
following his return from Salem,
where ho conferred wlth'State Engi
neer Percy A. Cupper relative to tho
prospects for Increased power de
velopment near Bend. Theoretically,
tho construction of an additional
power plant at Lava falls, as had
.been contemplated by tho company,
would be possible, but tho posslbll
" ity that at any timo tho water might
- bo. withdrawn for Irrigation purposes
effectually prevents such a develop
ment. Local Plant Included.
Even' tho company's plant nt Bend
is included in tho water rights with
drawn by the state at the behest ot
tho federal government, but unless
it is found, possible to dam the
river's whole flow at the Benliam
falls reservoir site, operation here
would not bo Interferred with, "as
only 1S00 horsepower Is utilized here
in comparison with the 70,000 horse
power which is estimated as tho total
amount of energy, which could bo
harnessed. In case it should bo
found 'advisable to use the entire
river for irrigation, tho company
would be reimbursed for its holdings
In Bend, following condemnation
proceedings.
Lnvn Tails Work Blocked.
The original program under which
the Bend Water. Light & Power Co.
expected to work Included tho con
struction of n new plant this year
at Lava falls. It was planned to de
velop 2000 horsepower nt first, with
5000 horsepower as the ultlmato
capacity of tho plant.
As matters now stand, however,
tho officials 6f the company have
turned to other possible sources to
supply tho needs which it is believed
the growing population nnd indus
tries of Bend will create. As the
most feasible solution Is the develop
ment of tho Tumalo, tho state has
offered tho company tho rights on
this stream. Ico troubles during
the colder winter mouths, and the
relatively small amount of water,
may make this not especially desir
able, but it Is expected that more
definite data can be collected, and a
decision reached within tho next 10
days.
Survey to Bo Soon.
In connection with tho irrigation
program, It is confidently expected
that a representative of the reclama
tion service will be here within the
next month to make a comprehensive
geological survey of the Benliam
falls .reservoir site, but It is not be
lieved that a" report will bo forth
coming for another 12 months.
Should it be found inadvisable
to
make use of this site, which It Is
now estimated could bo used to store
water sufficient for the Irrigation ot
-200,000 acres, tho Crane prairie
reservoir site would still .be left as
a possibility, and In all events suffi
cient rights to warrant the power
company making any further de
velopment on tho Deschutes would
not bo available for years to come,
officials ot the company believe.

The final agreement between De
schutes and Lano counties, tho stnto
highway commission nnd tho U. S.
forest service for tho survey, con
struction and maintenance of tho
McKenzIo Pass highway was received
today by County Judgo W. D. Barnes.
Tho contract was sent to Bend sev
eral weeks ago to bo signed by tho
Deschutes county commissioners, and
was Immediately afterward for
warded to Eugeno for tho signatures
of the members of tho Lnno county
court.
As returned to Judgo Barnes, the
agreement bears In addition tho
names of tho state highway com'mls
soners and, of G. J. Christie, acting
secretary of agriculture.

Bids for the contract for construct
ing tho now Kenwood school wero
oponed last night at tho mooting of
the Bend school board, but the con
tract was not definitely awarded, duo
to tho fact that tho lowest bid, that
submitted by E. P. Brostorbous for
J 30, 19 7, wus in-excess of tho amount
provided for tho purpose by the re-
cent bond Issue. Tho bids wero ex
clusive of heating, plumbing and ex
cavation. Tho bond Issue, which was floated
within tho last month to provldo for
expenses of construction, was for
$28,000, and with this in mind, the
board is meeting again this after
noon to ascertain whether cost can
be cut down or some means found
ot increasing the funds available.
