sand deposits on both sides of
tho Deschutes river near Cul
ver, steps nro holng taken by Fiold
Engineer Walter M. Ober, and as
sociates, to Incorporate and make
oxhaustlvo tests of tho proporty to
back up tho general examination of
values already conducted. A roport
compiled Mr. Obor from n variety of
assays, on Bpeclment obtained by sev
eral dlfforent methods, was brought
In this morning by Edward Dorry, of
Culver, who holds an interest In tho
black sand claims.
Assays mado run all the way from
12.40 to $27.60 a ton, with a now
concentrating process which is re
ported to savo values of $25 a ton.
This process is now being given a
thorough test.
Cyanide reduction shows from
$2.40 to $6.40 per ton, with plati
num in one Instance running to $G.15,
with gold reaching $27.50. Flota
tion saved values of from $3.50 to
$0.30 a ton.
Tho black sands deposits havo been
known, over slnco their location, to
bo rich In tho raro metals, but tho
main, difficulty has always Iain in tho
refractory character of tho material,
making tho working of tho deposits
at any considerable profit, to bo ex
tremcly difficult. Tho new process
mentioned by Mr. Obor In Ills roport,
it Is thought, may provo of great
benefit In this direction.

Tho city council Bold tho railroad
bonds for $300,00 with six per cent
intorcst at par and with accrued
interest starting at data of bonds
when they accepted Spltzer-Horlck's
proposal presented by Mr. Long, their
representative, who bo's been In tho
city, Saturday night in n resolution
unanimously passed by the council.
Tho meeting took n dramatic turn
when a man claiming to represent a
bonding house by tho name of Miller
& Co., of Portland, asked tho council
to consider his hid, which ho said
would ho better than Spltzor-Horlck's.
Ho mado this proposition after tho
Toledo firm's bid had been read by
Hocorder Lcavltt.
Questioning by Councilmcn Miller
and Strublo brought out tho facts
that Mr. Ollmoro first arrived hero on
Wednesday, but had placed no bid
with tho council. Ha was asked by
Miller to place a check on tho tnblo
in evidenco of good faith, if ho de
sired to talk business, but said he
had none with htm.
Tho Spttzer-Horlck proposal ns
given by Mr. Long Is that tho bond
ing houso will havo tho money ready
for tho city as soon ns tho homls tiro
prepared, and a clauso n tho contract
provides that they will supply them
as desired by tho city. "Tho city
has tho right to accopt or roject tho
honds within 1G days, allowing tlmo
for Mr. Strnhorn to tako up his looso
ends for tho railroad work," said
City Attorney Qroesbeck today.
Tho city council has taken tho
greatest caro In tho preparing and
working out of tho details for tlicso
bonds, nnd bcllovcs that It has con
cluded tho work In a manner that will
bo agrccablo to all concornod, accord
ing to Mr. Qrocsbock.
Tho first proposition submitted by
tho bonding houso was not accepted
entirely by tho council, and on ac
count of tho condition of tho bond
market, duo to tho war situation, tho
Spltzor-Rorlck company desired to
ncgotlato further. Tho sale of tho
bonds has been accomplished, nnd nil
galnod that was hoped for, accord
ing to Mr. Qroesbeck.
