y District Forester George H. Cecil,
of. Portland, Oregon, announces that
after careful consideration the Sec
retary of. Agriculture has approved
an increase In the fees to bo charged
for grazing livestock on the National
Forest ranges.
This increnso will bo made grad
ually for the next three years, until
the cbargos reach a point equivalent
to two-thirds of the charges mado
by prlvato owners for grazing stock
on their land.
Stock associations are being ad
vised of this decision In order that
Btatomonts regarding the views of
their members may bo submitted to
tlio Forester by February 1, 1917, In
casa thoj? desire to discuss tho mat
tor. x
Investigation of rental values from
time to time, says Mr. Cecil, has re
vealed that the government charges
for grazing on tho National Forests
are only one-third of the tnurket
waluo of tho forage. Since timber
Bnd other resources of the National
Forests aro sold at their market vol
uo, thoro Is an Increasing demand
that forage resources should bo dis
posed of in llko manser.
The National Forests were created
for tho primary purpose of conserv
ing the timber and water (supply.
The grazing use of the ranges, which
was found to exist when actlvo con
trol of tho forests was begun, was
treated as a secondary matter and
only apportion of tho administrative
cost, of handling the forests was
asked as a grazing fee.
Since tho Natloal Forest states aro
sharing In all tho receipts from Na
tional Forest business to tho extent
of 2C per cent, tho revenue to these
states will bo materially increased

Prinevillo ami Bend played to a
scoreless tio last Sunday afternoon
In ono of tho roughest football games
that has been seen on tho local grid
iron. From tho spectators' stand
point tho gamo was not as good as
the first 13 to 7 gamo at Princvllle,
when Bend defeated the county scal
ers. Frequent disputes and delays
caused by Injuries slowed up the
speed of both teams.
The Prinevillo eleven was greatly
strengthened, having Barnes and
Lister In tho lluo and Bob Lister In
the backfield. The visiting team
was in the best of trim nnd wcro con
fident of defeating Bend last Sun
day. The visitors opened strong in tho
first quarter, stealing away with a
losg forward pass immediately after
the klckoff, but were stopped on the
30-yard lino. Bend received tho bnll
on the 15-ard lino and marched tho
ball to the mlddlo of the field. In
tho second period, Prlnoville was
played almost entirely In Its own ter
ritory. Bend came near scoring In
the second period, when the ball was
marched up to Prlnovillc's 10-yard
line on straight football but tho team
did not have the kick to put tho pig
skin over. In tho second period Bend
gave the Prinevllllans a big scare
whon Boland shot n, long pass to
Clifford who was waiting in tho sage
brush Just behind the goal posts.
Tho ball was Just out r n's reach
and fell dcud. Boland tried a drop
kiclc from tho 30-yard lino In tho sec
ond porlod that fell u little, short.
Prinevillo outshone Bend on sev
eral occasions In handling tha pass,
making big yardage. The Bend line
was almost Impregnublo and smoth
ered big Bob Lister almost every
timo he attempted to plug tho line.
Clifford and Stover played a stellar
game on ends and prevented fast
Broslus, Prinuvlllo's shirty left half,
from gcttng away. On offenso Boyd
and Bennett, guard and tacklu re
spectively, on tho left side of tho
Bend lino, had their hands full but
held tight every time. Lambcrson
and Thompson, right guard and tack
le, respectively, did strong offensive,
work, opening big holes for tho Bend
backs. Bond depended on Steldl,
Ersklno and Ketcham for most of Its
gains on lino plunges, nnd Stover
and Clifford made two clean get
aways each with tho pass. Prine
villo was after Boland, who played
fullback lu tho game, nnd Bend gnve
several of tho Prlnovlllo team cause
for worry. Shumway played a bang
up game nt center until ho was taken
out In the fourth quarter.

Prlpovllio was something of a sur
prise to the Bend cloven. It got
ii way faster, was heavier and Its de
fense was much stronger than lu the
initial game.
