Notwithstanding thp limitations contained In Section 7, Article 11 of this constitution, the crodlt of the .state may bo loaned nnd Indebted ness Incurred to nn amount not ex ceeding two por cent of the assessed valuation of all the property in the Stato for tho purpose of providing funds to be loaned upon tho secur ity of farm lands within tho State, subject to tho limitations hero In contained. Such loans shall not bo mado ex cept to ownors who oporato the lands mortgaged, and shall be made only for tho following purposes: (a) tho payment for lands purchased, (b) tho purchaso of equipment nnd tho making of Improvements which, In tho Judgment of said Hoard, will Incrcnso tho productivity of such lands nnd add to tho valuo of tho farm homo In a dogreo to Justify such expenditure: nnd (c) for tho satisfaction of oncumbrnnces upon such lands which. In tho Judgment of said Hoard, were Incurred by said applicant for tho aforesaid purposes. Every applicant for a farm loan shall Btnto clearly In hU application tho purposes for which such loan la doslred, nnd upon Its approval by the Hoard, this statement shall bo deemed a part of tho contract under which tho loan Ib granted. Tho Hoard shall also require from each applicant a sworn statement upon blanks furnished by the Hoard cover ing his farm operations fpr at least one year previous to the date of his loan application, and a similar un sworn statement at tho end of each year while ho remains a debtor to the state. Such loans shall bo repaid with In utallments on tho amortization plan, such Installments being fixed at such a sum as wjll cover the Interest rate and will liquidate the debt In a per iod to bo ngreod on between said Hoard and the applicant, such period to be not less than ten nor more than thirty-six years, but any debtor may llquldato any part of his indebt edness in amounts of $50 or mul tiple thereof upon any amortization payment date. The rate of interest on loans shall be Ave per cent per annm; but In case the disposal of its bonds nets the state funds at a rate of over four per cent per annum, the Hoard may charge a rato of Interest not to oiceeU by more than one per ceni the rate which the State must pay for the funds thus obtaiiied from the disposal of Its Bald bonds. The Hoard howover, shall requlro each appli cant to pay an Initial charge of one per cont of tho loan granted, with a minimum charge of ten dollars to cover the cost of appraisal and ex amination of title. All surplus earnings accruing from tho operation of said systom of farm credits, after paying Interest from aforesaid bonds and nil operating nnd other expenses, Bhall bo placed In tho State Treasury and becomo n pnrt of n fund to be known as tho Farm Credit Ueservo Fund. Said Farm Credit Reserve Fund sjinll bo invested in Oregon Farm Credit Honda, and tho interost accruing from thoso bonds Bhall bo added to said Heservo Fund. Said Hcsorvo Fund shall bo trrcduclblo except when usod to protect tho State from ferns Incurred In tho administration of tho Bystom of farm credits herein provided for.
