The discussion at tho Commercial Club on Saturday on how to attract tourists to this section was like all dobatcs In which the two forms ot tho question aro not In opposition. Ono disputant argued i lliat to set tourists hero we must hSrvo good roads, another that wo must adver tise in tho outside world. The sec ond was right In saying that wo must advertise to get tourists, Tho point which tho first would havo'mado was that to keep them, to get them com Ing again and to make thorn adver tisers ot our country, we must pro vlJo good roads. So far as be meant that good ?oads are in themsolves an advertisement he was right but wrong It be believed them tho only desirable one. &Tho whole purposo ot advertising Is to attract, to turn pcoplo's atten tion to your goods, your service or itqvcr It Is you have that you want to spend money for. Some ar- iteiea become known by word of ' mouth; they advertise themjclves, as no doubt It was expected would bo the case with the mouso trap for which the public was to wear a path to the maker's door. But this is a slow development and takes time. If you want, action you must adver tise. Advertising Is not all, however. Back ot the advertisement must be a thing ot value. The goods you ad vertise must be worth something it your advertising Is to pay. You must glvo value. In other words, tho ad vertisement gets the customer, tho goods .or the servlco keep htm. ?Apply this test to the tourist ques tion and the answer is clear. Adver tise to get tho tourist here and build good roads to keep him coming and to get blm to send others here. SALEM, Feb. 27. Governor Wlthycombo when signing tho bill said that It alono was worth tho cost ot tho ses sion. Tho other statuto of greatest gen eral Intorcst is tho amendment ot tho laws rplatlng.to the time for tho payi ment of taxes. An Interpretation ot mo law is published elsewhere In this Issue of Tho Bulletin. Tax collecting was restored to the sheriffs from whom It was turnod over to tho county treasurers two years ago. By this law It Is esti mated that $Gd,000 wan saved th$ tax payers of tho stato since with their new work the treasurers wqre asking for more pay while thoro was no accompanying movement for-the reduction In the salary ot the sher iffs. Stock counties are Interested by tho law providing that only bulls of recognized beef breeds shall be al lowed on tho range, while dairy sec tions are given assistance In tho creamery competition law, making It uniawrui ror tne big creamery com panies to offer a low price for cream In ono section and a hlch nrlco In another. Whether or not the referendum will 'be Invoked against any of tho new laws remains to be seen. If any it Is believed that tho prohibition bill may bo referred.
