fcturr Nntlonsl Karmurt' Unltn,
Tho recent nctlon of the Internint
Ccmmorco Commlmlon In granting no
Innrenio In freight rates Jn the enslcrn
classification of territory; tho sppllcv
lon of the roads to state and 10101"
stnta commlsslonn for an Incrrnnt In
rntes, and tho utterances of I'rtmldmt
Wilson on the subject bring the farm
ers of this nation fno to faco with iht
problem of an Incrnnse In freight
rates. It Is the policy of the Farmers'
Unlob to mel ths lisues affecting thf
nelfrfe of the farmers snunrely snd
we will do so In this Instance.
The transportation facilities of thf
United States aro Inndequnte to ef
fectively rarct the demnndn of com-
I merco and particularly In the Sou'b
and Wont additional railway rnlleuc'
n needed to accommodate the move
meat of farm products. If In the wit
dom of our Railroad Commissions sr
Incrrnso In freight raits Is necfnsHr:
to bring about an Improvement In oir
transportation service, nnd an eiten
slon of out mileage, then sn Inrn-un-
should bo grantfd. and the fnrnir I
willing to share such proportion o
the Increnso as justly belongs to htm
but we havo somo suggestions 10 tnaki
as (o tho manner In which this tu
creaso shall bo levied.
1
Rates Follow Lines ot Least Resist
anee.
The freight rates of tho nation havr
been built up along lines of least ro
slstanco. The merchant, tbo manu
faoturer, tho miner, tho miller. tb
lumberman and tbo cattleman h.vt
had their traffic bureaua Iboroughl'
organised and In many Instances the
have pursued tho railroad wlthou'
mercy and with the power of organ
lied tonnage they have hammered tb
life out of tho rates and with unre
strained greed thoy havo eaten th
vitals out of our transportation system
and slnco we havo had railroad com
missions, thoso Interests, with skth
and cunning, are represented at cvttr
hearing In which their business I
Involved.
The farm or Is seldom representee'
at rate hearings, as his orgaattatlom
bave never had the finances to em
ploy counsel to develop his side o
tho caso and, as a result, tho product-
of tbo plow bear an unequal biirdn
of tho freight expense. A glance a
the freight tariffs abundantly prove
this assertion. Cotton, the Irndliu
agricultural prodnct of the South, si
ready beara tho highest freight rate of
any noccssary commodity In com'
merce, and the rat on agricultural
products as a whole Is out of pn
portion with that ot tho producta ol
tha factory and the mine.
We offer no schedule of rates, but
hope the commission will be able to
give tho railroad such an Increase In
rates as Is nocesnary without levying
a further toll upon tho producta of
the plow. Tha inotaoco seems to pre
sent an opportunity to tho Railroad
Commissions to equallto the ratea as
between agricultural and other classes
of freight without disturbing tho ruUs
on ataplo farm products.
What Is a Fslr RntoT
We do not know what constltutea a
basis for rato making and havo novr
heard of anyono who did claim 10
kuow much about It. but It tbo pros
perity of tho farm Is a factor to b
considered and the railroad commis
sion concludes that an Increaso In
ratea la necessary, we would profer
that It come to us through articles of
consumption on their Journey from
tho factory to the farm. We would,
for sxample, prefer that tbo rate on
aogs remain an at present and the
rato en meat bsar (be Increase, for
any farmar can thea avoid the burden
by raising hla own BteaL and a farm
er who will not try to raise his own
meat ought to bo penalised. W
think the rate on coal and brick can
much bettor bear an Increaso than.
tho rato on cotton and flour Wt
would prefer that the rate on plows
reroalu tho same, and machinery,
pianos and such articles as the poor
er tarmor cannot hope to possess boar
tho burden of Increase.
Tha Increase In rates should bo so
arranged that tho farmer who llvoi
ut homo will bear no part of the bur
den, but lot the farmer who boarde
in othor atatos and countries and
who foods his stock In forolgu lands,
pay tho prlco of hla folly.
