It is earnestly to be hoped that no log-rolling at the Legislature wilt sido track tho lease for Summer and Abort lakes, tho patera and tho people of Central Oregon should use every Intluenco to see that the louse la consummated. The State received a fair offor. Af ter careful investigaUoM tho Land Board accepted tho offer. B the pro visions of tho lease entered Into by tho Board and eastorn capitalists, which is now before tho Legislature for ratification, tho Stato is assured a geuerouB rovenuo from tho lakes. Even If no manufacture of tho saline products Is undertaken a heavy an nual rental Is guaranteed; and a goodly royalty on all that actually is produced contracted. A bond, back ed by a certified check for $10,000 has been arranged. In other words, the Stato stands to mako much from property long non-productlvo; at tho least It gets a sure revenue, and at Che best Its income is proportionate to the amount of products taken from the lakes. All' this means much 'to Central Oregon. At tho worst, again, It means that this territory becomes a revenue producer, thereby gaining commercial prestige and political power. At the best hundreds of thousands of dollars will be spent here; many men will bo employed; an Impetus to agricultural develop ment and an Increaso in the local lumber market will follow. Above all It moans a wonderful encourage ment to tho railroads, in new ton nage, and a sure goal to spur them on to now construction; for we have no hesltanoy In predicting that tho ex tensive development of the lakes will bring with it railroad construc tion south from Bend. A bird in tho hand is worth a whole flock in tho sage brush, and no sour grapes hostility of Portland promot ors. who failed to secure tho lease in competition with the successful con cern, should bo allowed to Influence the legislature and hold up the trans action.
