HELP FOR THE SETTLER.
So far ns It Is possible to Judge
by reports In tho Portland news
papers tho chief attention of tho
Irrigation Congress was given up to
n discussion of how to get more mon
ey to start moro Irrigation projects
nnd reclaim more ot tho arid lands
ot tho state. This la as It s.iould bo.
No money can bo spentby the state
or tho United States to produce re
sults moro worth whllo than such
projects. They provide homes, they
make ownership ot productive land
easy for tho energetic settler, they
add to our supplies of food.
In considering only new projects,
however, and ways and means ot
their construction, tho Congress lost
sicht of ono of tho most deplorable
matters that bes ever existed In the
state the . situation of the settlers
on the unfinished Carey act projects,
chiefly In this and adjoining counties.
, The Tutnalo Project was completed
by the slate In satisfaction of Its
moral 'obligation to tho settlers on
tho Carey" net, Columbia Southern
company and, In the well deserved
acclaim of the work and the engineer
who dld"lt, this fact should not be
lost sight of. The truly big thing
about tho whole enterprise Is not so
much, IbM so many thousand acres
have been reclaimed or that tho cost
waafso rnany dollars' under' the esti
mates. It is that a handful of set
tlers, who bought water rights in the
confidence that tho stato of Oregon
was behind the company with which
they dealt found their confidences
ultimately not misplaced.
There are other projects In a con
d'tlon like that of the Tumalo be
fore the state stepped In. Possibly
in not so bad a condition but yet one
which causes settlers on them con
stant worry and impedes the proper
development of the country. The ob
ligation 'of tho stato in the case of
these is no different from what It
was on the Tumalo.
-'The Irrigation Congress paid no
attention to them. Cannot the legis
lature 'tnko some action? If money
Is to be1; appropriated cannot it bo for
the bencht of settlers now on the
grounds?. . Cannot they bo helped?

poses cannot a small sum be appro
priated for use in a co-operative In
vestigation ot the existing projects
which will result in a definite state.

call attention to the fact that a num
ber of farmers who are selling seed
grain have not taken the trouble to
have the seed properly cleaned and
that as a result weeds may become
lodged In the buyor'a fields. A stato
law forbids the sale of seed In Ore
gon containing certain weed seeds
and beyond this It is open to every
buyer to have the seed tested pt tho
agricultural college Botween the
legal injunction on the seller and the'
opportunity for tests which the buy
er has our fields 'ought to bo kept
free from weeds.
