"In splto of tho handicaps caused
by unwlso and freak legislation, 1
bollevo that times veil I iinprovo by
next Spring and that wo will nnd our
selves fairly woll out of tho depres
sion that has been recently appar
ent," says A. L. Mills, president of
tho First National Bank of Portland.
Farmers Prosperity Factor.
"I believe that conditions will lm
provo beforo next spring, first bo
cause tho farmers of tho Northwest
arc entering a year of prosperity that
far exceeds that of tho years preced
ing, and as tho farmor prospers io
prosper the rest of tho people. Where
wo exported last year 2G, 000, 000
bushels of wheat wo will export this
year 30,000,000 bushels, at prlcos
about one-third greater than thoso of
last year. This means that tho far
mor will have $35,000,000 this year
as against 720,000,000 last year from
his wheat crop alono.
"In tho second placo, Portland's In
dustries are already beginning to
show tho evidences that thoy feel tho
approach of better times."
Mr. Mills pointed to the fact that
the woolen mills In Portland, Oregon
City and other parts of tho stato are
runnlnc on full tlrao night and day
nnd will bo obliged probably to put
on additional forces and equipments.
Lumber Industry to Improve. ,
"Tho lumber Indus try," ho contin
ued, "which has been at Its lowest
ebb, I believe is ready to begin Im
proving nnd within six months wo
shall sea all tho mills running on
nearly full tlmo on paying orders.

Fair Likely to Help.
Tho Panama-Pacific Exposition he
also pointed out as one of the factors
that will produce good times. Ho
noted that tourists have spent annu
ally In Guropo $150,000,000 and that
this year tho majority of that must
co mo to tho West Coast If It comes
any place.
