Four facta are established; thoro aro enough cows to warrant the institution: that the fanners would benefit greatly by it; that this community would benoflt propor tionately to the farmers: nnd that Bend business men stand ready to supply the necessary capital. , Emphasis upon one point is desir able, so that those who have not been present at the Commercial Club lun cheons may understand it thorough ly. It Is that the fundamental de sire of all concerned is to have the creamery owned nnd operated" by farmers and for farmors. This should bo emphasised because of a notion abroad to the effect that it was pure selfishness which got the business men Interested In the scheme; In short, that It was entirely a "town enterprise," and a monoy-maklng one at that. Of course the motive behind the work Is seiflshnes. Out It Is a verr unselfish selfishness. The business men who will advance money to get the creamery started are doing so because they know that what helps the farmer helps tho town nnd them selves. There's where the selfishness comes In. But no business man has any expectation of dividends. Nono of them expect or desire to retain stock. Their financial contribution will be in the shape of a loan, and just as soon as the cream producers are able to repay the loan and take over tho stock they are the ones to conduct the creamery- made In tho near future, thus doing away with tho delay In securing li censes under tho present system. It la a 46 page immphtot and gives in dotall a description of tho work of the olllco with many tables showing the number of war dens, the fire patrol expenditures, the losses by lire and ttte improvement work dono In the year 1818. Tho work of forest protection wna carried on In co-operation with prl vate and Federal agencies, in the ease of tho Deschutes valley the state paying the salary and oxiwnteu of the supervising warden, while the local fire patrol association had three patrolmeu in the field. As reported In The llullettn last fall the chief damage by fire In this district was done In the national forests, tho dam age to timber on privately owned lend being only $SS. In return for tho assistance rendered the owners of the Deschutes association by the Forest Service, J1R0.00 was contrite uted for the construction of a tele phone lino which will connect Pino mountain lookout with the trunk line running Into lleml. Going fishing will have to be as pre meditated as murder for those who do not live In Prlneville. Surely thcro was nothing bad about the old "nsning on a receipt' rule, unless now and then so mo notary Issued a receipt without receiving mi appli cation for a license. Deception of that sort could be easily discovered and punished without enforcing any such regulation as this. Its making shows an unfortunate lack of under standing of and sympathy for the true angler who wants to go fishing when he want to go and not when he boa sent off for a license and wait ed around and haunted the post-office lor its return from the county seat. Unless arrangements are made at once to provide for the issuing of li censes here In Bend vigorous protests against the ordsr should be mado to the Fish and Game Commissioners as well aa to the Game Commissioner himself. But even a license bureau here would not take care of the fish ermen In all the other towns of the county. Something should be done for them as well. If receipts are presented and at tempts made "to take them up," as Mr. Rlls says will be done, some in teresting comparisons of strength should result. We venture the opin ion that a warden has no more right to such receipt that he has to the angler's can of bait. REAL ESTATE ACTIVE.
