THE LAND HOARD'S ACTION.
Tho action of tho Desert Land
Board, token last week on Governor
West's rcaoluUons In respect to Car
ey net projects In general and the
North canal matter in particular,
Weans llttlo or nothing. A few gen
tlemen who happen to be stato offi
cials, ond as such members of tho
Lcsert Land Doard, have put them
selves on record as being opposed to
further Carey fid activity without
certain safeguards, nnd as unwilling
to approve o plan proposed by one
of (the!r number unless tho plan Is
carried out their way.
Tr,uo, it Is high time that tho Wes
tern states ceased to lend their names
to projects Initiated under tho Carer
net, and to permit companies to ad
vertise that reclamation work was
belag done by tho states through
them. Too many have been attract
ed to Carey act land in the bolief
that thoy wero dealing with the state
and have learned that they were not.
In theory they have been dealing
with the state through a sub-contractor,
but it has never been tho
case, especially hero in Oregon, that
tho usual Incidents to such relations
have existed. The sub-contractor, or
In other words tho company, has been
permitted to do practically as It pleas
ed both as to its actual reclamation
work and 1U sates. The only check
on its activity has been the amount
of Its funds and the only spur, its
conscience, of which a corporation
has none. When the funds gave out
tho company gave up and no one had
any recourse. Then the purchasers
of water rights discovered that thero
was no bead contractor, that tho state
was not Interested.
The new position of the board is
right. It should have been taken
long ago. Adopted, however, by offi
ciate who have barely a year to serve.
It can mean little aa a policy of tho
stato until mado tho rule of next
year's board.
Dy the same token the majority
vote against the North Canal resolu
tion can have little weight. Two
bodies must be influenced to put the
West plan through, the Reclamation
Service and the next state legislature.
Facta only will move the servlco and
facts plus public opinion the legis
lature. The petty politics of the Des
ert Land Doard can Influence neither.
In general It is difficult to conceive
why those who favored the first res
olution should oppose the second. It
proposes a remedy for an 111 of which
thoy virtually said who voted for the
first one, no new caso should bo al
lowed to develop. They recognlio
the state's moral obligation in gen
eral as it was recognized in partic
ular In the Columbia Southern case.
A similar obligation exists in tho
present case. Whether or not tho
state is to go Into genoral reclama
tion work, it is bound contractually
to the United States and morally to
evory purchaser of a water right to
sco that ltd Carey act projects are
completed and the irrigation systems
turned over in good condition to tho
wator users.
Funds must bo provided for this.
ILet uo amend the constitution as pro
posed that bonds may bo sold, and let
us work, too, for tho use of the Turn
nlo fund as soon as It is reloased front
tho work is it doing.

our recent objection to hlB commont
on Dend and Its people, ho announces
that when passing through Head on
his wny to his editorial post on tho
Inter-Mountain certain Rend folks
"knocked" La Pino. Hence and
this Is the only reason given his ani
mosity toward us all, his certainty of
the poverty of our noil, the meagor-
ness of our timber supply and tho un
certainty of our future. We should
suppose that the correct treatment

gator," but minds differ. Following
