tho recall Is that In Impeachment a

affords, and thot it is u more orderly
procedure, ono less likely to bo made
the Instrument of popular and mo
mentary passion and therefore better
suited to tho purpose of getting out
of office those who have shown them
selves unfit. To the attention of all
such we commend the present situ
ation ta tho state of New York.
There last fall the Democratic
party elected Its candidate for gov
ernor on a platform pledging the pas
sage or a direct primary law. In the
legislative session whlcli followed,
this pledge was violated by tho ex
press command of tho boss of Tarn,
many Hall. The governor rebelled,
took the fight to the people and af tr
a state-wide campaign called n spec
ial session of tho assembly to consid
er direct primary legislation. Former
ly a Tammany man, the governor.
WjllIam.'Suker, in his primary fight
broke away from tho organization
and it m turn got out Its knives for
him. War was declared and scandal
after scandal was dragged out to
blacken Sulrer's reputation. He re
taliated with charges against Tam
many and Its leader, Murphy, until
finally that eminent citizen had the
assembly "Investigate" Sulzer and
then Impeach him. For the past
fortnight the state has been torn Into
factions; governmental, .functions
have been practically suspended, and
a legal snarl created that w'lll take
months to straighten out. And all
this because the machinery of gov
ernment is not In the hands of the
representatives of the people.
Murphy put Sulzer in; Murphy Is
putting him out.
With the recall, all this would be
Impossible. With the recall, if a
number of voters thought Sulzer
ought to be put out, they could bring
him to an election. If then a ma
jority thought that he ought to stay
In, he would stay. In either event
Matters would, move in an orderly
and lawful manner. Now in New
York there Is chaos.
No ono, can say that the people
want bulzer out or think him unfit
for 'bis office and after all they, and
not Murphy, are the ones most Interested.
