To tho Editor or Toe Bulletin: In rctponco to your request, I tend you' tho following sketch of the do ings bfthVLeklsUtiir of 1885 when the bill creating and on Crook County waa passed: At that tlmo almost all of Crook county was Included in Wasco and 1 was elected a member from Wasco with the' understanding that I would work for and procure )f possible tho enactment ot a law creating and organising Crook county. The' legis lature convened on the first '.Monday In September. In due time I pre pared and Introduced a bill for that purpose. Out there waa a U. S. Senator to elect and everything waa made to hinge on that event. In the meantime tho Crook county bill waa passed to Its last and final read ing, In the lower house, and passed by a largo'majorlty. John II. Mitch ell, who waa then U. 8. Senator, was up for re-election, and it waa known that twenty-two members ot the lower house were opposed to Mr. Mitchell's election, I with the others. In order to brng them over to vote for him two methods were used. First, was the use of money. Hut the opposing member would not sell. There was at one time six members who were offered ten thousand dol lars each to vote for Mr. Mitchell, but the offer was rejected. The next move wss to use force. In order to bring me to hla support they referred the Crook county bill to the com mittee on counties in tho Senate when it reached that body, whose chairman waa Instructed not to re port It to the Senate aa long as I refused (o vote for Mitchell. Then the fight was on for all there waa in It and It was kept up until the last day of the session and until tho last 'hour ot the day, when Mr. Dolph was elected. .Mr. Mitchell waa a politician, Mr. Dolph was a statesman. Some time prior to tho meeting of the Legislature Mr. Ed Hlracn. who was state treasurer, had, with the consent of the Gorernor and the Secretary ot State, paid out one hundred thousand dollars, thereby saving the state eight thousand dol lars, looking to the Legislature when it convened to pasa an act legalising hla act. Ills brother, Sol. HIrsch, who waa a member of the State Senate, introduced a bill to legalize hla brother's act. When the bill was sent to the House for concurrence, it waa our time to force, consequent ly when the bill waa reported to the House we moved to lay It on the table, with the understanding that when the Crook county bill waa con curred, in by the Senate we would take the HIrsch bill from the table and pasa it, but not otherwise. The 'HIrsch withdrew bis opposition lo the Crook' county bill and Crook be jCarae One of tho counties Of the state. ' There waa Incorporated in the bill a provision that the new county 'should retaln"lts proportion, accord (ng to the assessment, of the tax 'levied to build a twenty-two thous and dollar courthouse at The Dalle, fwhich amounted to something over 'seven thmimind rinttar. ahlrh ioti ia .the new county, after paying Ito pro portion of the Indebtedness' of Wasco.
