Tfio action of tho four county courts In eontilbutlng county funds for tho maintenance of tho Central Oregon Development Leaguo work Is admirable. That four sparsely set tled counties should do this sots a mark for enterprise that well may be a lesson to tho rest of the state. Tho funds so raised, amounting to $4,000, can accomplish much good. ,It Is essential that they bo used wisely and well. A year of misuse and the ad inlrabto now scheme will bo dead. To bo used wisely means that the energies these funds maintain should bo dlrected.to the agricultural better ment of the country first, and second ly to Its exploitation. It Is more Important to help those who already aro here than It Is to bring more cttlerj. I.ot the league workers carry tho message of tho farmer scientists to the ranchers and the homesteaders of these counties. Let every aid be given the man ot small moans and small knowledge who be comes a Central Oregon settler. Let the leagiio be a right hand to the agricultural college and tho demon stration stations. Also, let It collect exhibits and le,t it tell tho world, and how the world, why peoplo should co mo to Central Oregon and how they can prosper hero; only let this mission be secondary. If the league does this. It will succeed and tho tax payers' monoy wTll be well spent. If It becomes publicity mad, t6 the detriment of tho broader and far more valuable work It can and bould do. Inevitably It will meet popular hostility, Instead-of popular support. Taxpayers have a direct financial Interest now. Theisalarled league workers bare ajfdlrect re-' ponslblllty to the taxpayers.
