Probably the most generally adopt ed plan has been the sprinkling of the macadam with wmo nsphattlc oil. It hns been demonstrated that where horse drawn trnlllc does not predomi nate such sprinkling Is n success In preventing disintegration and undue wear by building up n rubbery tntOlc mat on top of the stone. Hut In escaping from the chorus of complaluts of tho dust nuisance the engineer rurts foul of a new set of pro tects from Indignant citizens who find carriage, vnmtsh. clothing and door coverings 'ruined by tho black, greasy mud which covers these roads after every hard rnlu. The cause of this nuisance has. been variously explained, but the condition has seldom been remedied. It has now been shown that aiphaltlc oils and w(P ter will form nn emulsion whenever colloidal matter like clay Is added. This Is wbat happens to the asphalt bound traffic mat under the soaking of rain and the kneading of traffic. Con siderable loam and Utter are carried on to the road In the course of ordi nary trnlllc. and the rain and wheels complete the process. After tho rain his ceased the emulsion gradually dries out and the traffic mat eventually be comes as effective as before, but It Is again converted to mud by tho next heavy storm. When tho mat contains a largo proportion of bitumen and Is dense and rubbery this emulsifying Is delayed, but only delayed. When the mat grows older and so much dirt and Utter have been ground into it that tho proportion of bitumen Is towered, then its earlier water shedding qualities are lost and Its surface Is slimy, slippery and nasty after every shower. Several remedies are conceivable, but practical objections arise to all of them. For Instance, before applying the binder great care must be paid to removing the last traces of fine dust and Utter and in throwing on gravel, small stono or screenings as a filler. The finest dust Is to bo discarded. Moreover, this filler must be of a ma terial not easily reduced to an Impal pable powder under trafflc Every means must be taken to prevent tho carrjage of dirt, and litter on to the trnmc mat, aa by providing frequent ly clcaued approaches. Tho uu avoldahlo accumulations of dirt and Utter tnust be removed before each storm. Mora oil should perhaps bo added from tlmo to ttmo during the season to keep tho bitumen perceutaKO high and tho water shedding qualities of tho mnt unimpaired. The expense Involved in these measures libvlous.
