Since the Americans took hold at

as free quarters and cheap food,
an interesting subject that will be
touched upon in next week's article.
The high pay scale was necessary
In tho early days to get suitable
labor to como to tho Isthmus, for
when the health conditions were
such that evory third man was al
ways In the hospital and the death
rate was appallng, It required big
financial inducements to get and
keep men.
Now, howover, sanitary condi
tions are almost model, and tho
pay scale Is out of all proportion
to the situation. The result Is that
there Is more demand for positions
than there are positions to be
filled. From this spring on to tho
completion time the enrollment will
gradually bo diminished. It Is
very probable that the force that
will operate tho canal after com-
