The present provision, under which land la to be paid for In ten annual Installments will be so modified as to allow a patent to be Issued for tho land at the end ot five years cultiva tion, and three years occupation. The homesteaders generally will welcome thla change in the law, re lieving them, as It does, from all en forced residence on the undeveloped farm landa during the period when It la hardest to make a llxlag.
