The Oregon State Board of Health has issued a bulletin for the .purpose of calling attention to the incom plotonoaa of ital statistics in the state. The mortality rate as shown by the reports received by the board Is only 7.7 per thousand, "but does not indicate that approximately one fourth of the donth certificates," the bulletin says. "despite our laws, arc not reported to this olllce." Unusual discrepancies in several counties are pointed out and con tinuing the bulletin snys: "On the other hand, the returns from Gil liam. Malheur and Crook counties are preposterous, showing that little or no attempt is being made to comply with the law." The relative number of births nnd deaths for 1910. as reported to the board from this county, were: deaths, 19; births, 92. The death rate per 1000 population is thus shown to be 2.0.
