F. Owen, who was a leader in the for mation of the Citizens' Improve ment League. It was tho first in tention of the reformers to havo a recall election and oust the whole city government. The plan failed when some of the lenders deserted at the eleventh hour. In his letter Mr. Owen says: The first plan set forth was this: To oreaulze. then io to the city coun cil and prevail on the members of that Ixxly to rciiuce toe liquor license irom I loco per annum to ?joo per annum, then those interested uouhl furnish the funds for a recall election, eujoiu the council, and so forth. It appears also from Mr. Owen's letter that matters have not been altogether serene in Madras for months He says: I raised no disturbance. The disturb ance was already raited, it was the first thitiK I encountered when I arrived here Inst January, anil it has been nothing elue but disturbance ever since.
