Levi Ernst reported that the Powell Butte water users formed an association - last spring, but no meeting had been held since April Nothing had been done hut orttan ize with Russell Johnson as presi dent and I. Jones as secretary. Howard Spin in (? advocated an organization that xhould have pow et to do something. He thought it would be necessary to pay for adequate representation before tbe State Board, to pay for copies of records, etc., and he wanted tbe association to be in shape to take such action when needed. This would inspire respect and contribute a good deal to the success of. the cause. He recommended a goodly Initiation fee, not merely 50 cents or fi or $2. J. M. Lawrence, who was pres ent representing yrbe Bulletin, was called on for suggestions and be commended the idea of organiza tion among tbe settlers, both by localities or districts nod in general for the larger purposes of the irri gatiou farmers. "It seems lament ably true," be said, "that the pub lic interest, tbe interest of settlers, does not receive proper attention. All private interests are carefully looked after, but the settlers roust look out for themselves, and they cannot do this well without organ ization. I believe you are on tbe right track " There was a free and general ex presMon of views by many other present. It was stated that they didn't Want their complaints filed uy the State Board without action, or teferred to some officer or even to the D. I & P. Co itself. They were tired of this sort of treatment. "The State Board comes out to in spect," said one, "and sees what the company is pleased to show them; of course they don't see the tud places " The chair called attention to the fact that this meeting was held un der a call for Central Oregon set tier" and not for a general organ ization and deemed it best that tbe others be consulted before action should be taken affecting tbem. On motion of Richardson it was voted that when this meeting ad jt urn it adjourn to meet again ut tbe same place in two weeks. Dr. Dencer movtd that tbe chair appoint three .settlers to act with the ' chairman and secretary as a committee on by-laws and resolu tions for permanent organization and to consult with other organ izations an d settlers with reference to the seof e of the new association, and to report at the next mettlng. The morion carried and Messrs. Richardson, Dencer and Burt were thus appointed, after which the meeting adjourned.
