FALSU ARQUMENTS.
. Those who nre attempting 10 tie

XCRS letter sen: to the press ol tlit

'Via attempt Is Miir mode by the
"cnerait-iof the university of Oregon to
create prejudice against tlie appropria,
.tion bill through misrepresentation.
Thcr claim that the university hire n
football conch at $ 1500 for u little more
than two months 'instruction' As a
matter of fact, the university has noth
ing to do with the hiring ofn coach,
other than to see that lie i the rJ;ht
Jdtvl of man. Neither have the student
.ever paid $t 500 for a roach, and further,
the coach's salary is paid entirely from
the RAte receipts of the panics They
ray that the In create in the appropria
tion is tcoccr cent, when they know
that the university has received 78,500
for the past two years, and the Increase
can only be 59 rr cent, liven if the
one item o( f47.j10.ol' the old appropria
tion bill were takcu. the increase would
be only a little ovei half of what they
claim. They mv71 jhat the university
has shown bad fa- tn hi' pushing this bill
by going to the courts on technicalities.
A a matter of record, the enemies of
the university wprp'the ftrst to appeal to
the courts, when t,h Wretary of state
'refused to file their petitions, and later
carried the case U tlie supreme court.
The friends of the university hive ap
pealed to'the courts only once, and then
Hhen the tjtle was manifestly unjust and
'nmlcadinirl These arc but examples of
'the misrepresentation used by the op
position 4lfouhout their argument."
; Papers la all parts of the United
'States bre commenting On the fact
that an. appropriation oi $125,000
ifor the 'Oregon university has beep

sguided citizens, and the comment
is not very favorable to the stato.
. .-If Oregon wants to rank with hef
:;tster states in educational matters,
"Jbe citizens tnlist vote in favor of
the appropriation.

may prevail at that time.
' WHY OIVE IT AWAY.
4 President Roosevelt has vetoed a
I)ill passed by congress authorizing
the construction of a dam for potver
purposes in Rainy river, and in
connection therewith takes the
stand that power that can be de
veloped from the streams of the
land is a natural resource that be
longs to all the people and should
' ;not be given away without com
pensation. He said iu part:

Engineers have figured that there
is enough waterpowcr available in
