TUB SENATORIAL SITUATION.
Three candidates ate bclore the

W. Fulton, the present incumbent;
II. M. Cake, of Portland, and
Governor Chamberlain. Under
Qrcgon's direct primary law the
voters have the privilege of Mating
at the primaries and Inter nt the
general election which man the
wish to represent them In the sen
ate. The office of senator is always
nn important one, and it behooves,
the voters of the state to consider
carefully before easting their, ballot
for a candidate for that office.
Governor Chamberlain is n demo
crat and Is thus badlv handicapped
in the race. The Bulletin does not
believe the voters of Oregon want
to send a democrat to the senate.
The general election will probably
prove this statement correct Mr
Fulton and Mr. Cake are the onlv
republican candidates. Mr. Cukt
is a new, untried man. What hi
influence would be in the enate U
problematical. It always take
several sessions before a new mem
bcr can eert any noticeable In
fluence in behalf of his state or for
any measure. The Bulletin be
lieves it would be unwise at the
present time to send a new man to
the senate. There are several
measures before that body in which
Oregon is vitally interested, us lor
instance improvement of the Colum
bia river for ncvigation, and it
would be most unwise to place this
important work in the hands of a
new, untried man.
On the other hand, Senator Ful
ton his beeu doing some very good
work in congress. He is admtttcd
to be a man of much ability. He
is popular in the senate and has
been there long enough to become
acquainted. When he was the
onlv Oregon representative in either
, house of congress, Senator Fulton,
single-handed and alone, secured
the largest appropriation for Ore
gon's rivers and harbors ever se
cured by the stale, and in 1906 he
continued this good work by secur
ing an emergency appropriation of
400,000 for continuance of work
on the Columbia river bar. Other
work to Fulton's credit is the au
thorship of the "Allison Amend
ment" to the interstate commerce
law, for which he was personally
thanked by President Koo&evteJt;
and at the present scseioii he has
introduced two very important
jaws, one which, provides for a
hearing by the Interstate Commerce
Commission before a rale can be in
creased by any railroad iu case a
shipper objects, and the other a
resolution that authorizes the attorney-general
to proceed against
the Southern Pacific for violation
of the Oregon and California land
grant. Both these measures are
directly iu the interests of the peo
ple and in line with good govern
ment. Senator Fulton's work in
this regard has been commendable
and efficient.
As is common with most public
men, Senator Fulton has his en
emies. These claim that he is cor
rupt and a server of corporations
rather than of the people. The
senator's two amendments to the
interstate commerce net and his
present labors to force the forfeiture
of the Southern Pacific's land grant
would indicate that such a charcc
s untrue. 'I he Bulletin emphati
cally stands for clean government
and clean men and it has no time
for the sctirvv, corporation-serving
politician. However, Senator Ful
ton's labors in the last two sessions
of congress have shown him to be
.vydrkinu mid wotking hard for the
people. He should be returned to
the senate to complete the work
he has begun.
