Another noieworthv step in the
work of reclaiming the desert in
this section has been accomplished
by .the Deschutes Intention &
Ptrwcr Company. The big stave
pipe that has been in process of
construction for several weeks is
nov finished, and last Snturday
-water ran through it for the first
time. The building of the big tube
"has'been successfully accomplished
in every particular, - and the means
'js now provided whereby water can
be carried across the depression ol

The people of Western Crook
county arc to be commended for
the fine school buildings they
are erecting from lime to time
Many countries that have been
fully developed for years can not
allow as good school buildings as
are now found in several oi the dis
tricts in this part of the county.
Gist has a fine large building that
imparts a touch of prosperity to the
community iu which it stands. The
building is painted white,' has a
belfry surmounted by a flagstaff
'from which Old Glory waves, and
the school yard is commodious and
well kept. The same, can be said
of the Sisters school a fine large.

of the school is also good. The
Arnold district p.Iso boasts of a fine
new building, well equipped, while
Rosland keeps pace with the other
districts and aIso,has a building as'
good as the others. Very few
thjngs create a better impression in

painted and neat school houses.
They indicate a progressive spirit
and a desire for education that
speak well for the people thati
built them.
The Madras Pioneer of lust week
" published an editorial in which it
called attention to the high tax levy
for 1907, and complains that in
view of the increased valuation
placed on property by the- assessor
the rate should have been reduced.
It shows that with the increased
valuation and the present Jevy of
14.3 mills a revenue of $100,000
will be turned into the county
treasury. A few years ago the,
county could conduct its affairs,
pay all bills and keep out 6f debt
with from $25,000 to 30.000 re-1
celpts from taxes, The Pioneer,
seems to be concerned A about what
becomes of the difference between
thte sum and the greater amount

The Bend Commercial Club has
a standing committee on Public
Health nnd Sanitation. It is com
posed of a doctor, undertaker nnd

arises whether the health of the
public will be safe in the hands of

man was planting potatoes. Now
the farmers in the Clovccdalc dis
trict are plowing their 'fields, ac

The tax levy of 14 3 mills for
1007, which is only a fraction of a
cent lower than the levy last year,
t a disappointment to the taxpay
ers of the county, who had a right
10 expect n lower rate of taxation
with the enormous increase of pro
perty values in the county, and bv
many it is openly denounced as an
outrage. During the past two
vears property valuations have
'xen greatly increased in Crook
county, and-especially in this sec
tion of the county where the prin
cipal values lie in farmiug lands,
tuc assessment of which is .so per
cent higher,, than it was two ytars
av.o. At the pteseut rate of taxa
tion, 14.3 mills, taxes arc higher
now than they were 011 the same
property two ylars ago. instead of
growing less as might rightly be
expected with the greatly increased
tax roll of the county.
The assessment upon which last
year's tax-Itvy of 15 mills was
based tfas approximately six mil
lion dollurs, and wheu complaint
was made against the h'gh rate, it
was argued by the county adminis
tration that the high rate was nec
essary on account of the two year's
state taxes which had to be paid by
the county, and a much .lower rate
was promised f(ir this year. This
year the increase in the assessed
valuations of the county is about
one million dollars, and yet the
levy is reduced only a fraction of a
mill. What excuse can there be
this year for the continued high
rate of taxation?
There was a time iri compara
tively recent years, and within the
memory of even the newcomers
the "county, when Crook county
managed to conduct al her affairs,
pay her bills and keep out of debt,
with from $25,000 to $30,000 re
ceipts from taxes. This year's
levy of 14.3 mills, upon assessment
of about seven milllion dollars, will
produce in round 'numbers $ioo,-

question, will doubtless have a bear
ing on the elections to be held in
this county within the next few
