Adopts Resolutions Rcjardlne Colum bia Southern Trouble. The state land board have recent ly taken action regarding the Col umbia Southern Irrigating Com pany in the form of resolutions idopted by the board. The resolu ions state several provisions with vhich the company must comply. The board intend to give the Cpl- .imbia Southern Company two or three weeks within which to sub mit to them plans and specifica tions for a system of irrigation works which shall be sufficient to thoroughly and completely irrigate md reclaim their segregati.i. They will require that the cost of the works be secured in some such manner as to insure completion of the works to the satisfaction of the kind board and state engineer Attorney W. E. Guerin, one of the firm which is representing the set tlers in this controversy and which firm was authorized by the board to secure art expert accounting of the company's books, said to The Bulletin: "Unless some such ar rangement as the foregoing is made within the time mentioned, I am of the opinion that a suit of the state for cancellation of contract, etc. will be forthwith filed." The resolutions adopted by the board are as follows: "Whereat, it hi been iHown to the state land Iwanl that the Columbia Southern Irrigating Company is and has been furnishing water for the purpose of irrigation anil for otiicr purposes to lands not included within its segrega tion, and is and has been charging for water on lands within its said segrega tion, when water has not beat and cannot be furnished to said lands, and is likewise refusing to furnish water to lands within its segregation, except that the purchaser of the lien of such lauds shall first pay the ait due installments of the interest and principal on the de ferred payments for such lien, all of which lias been contrary to the express order of this board heretofore macfc in that resnect. f "Now, therefore, be it resolved that the Columbia boutnern irrigating Com pany be and the came is hereby rcauired to forthwith and continuously (luring the irrigation season hvreafter furnish to each legal subdivision of laud within its said MTgregntiou which is now or may hereafter be prepared for cultivation of crops, each its equal, ratable and pro Mrtiosate amount of all of the water which it uiay have in its ditches to te alaim mm! XV. -ol X XVxV x. board and without regard to the fact tliat interest and nrincinal. or both, on deferred jajtncnU for the purchase of tne uen upon sucu land has not been paid, and that said company shall not require any settler to pay any more money for the furnishing of such water than is required under the rules of this board to be due for water actually furn ished to such land, and in the event that the distribution of water over said lands, as herein provided, will not furnish to such lands the full amount of the water required to be furnished as aforesaid, then said settler is to be only charged for the amount actually furnished and no more, and the said irrigation com tnuy shall forthwith cease ami shall not iiereafter furnish anjr water to any lands whatsoever outside of tlie said segrega tion until said company shall have fully and completely, .tml to tltc satisfaction of this board, completed its contract with the State of Oregon. "And it is further resohed that the officer of said Columbia Southern Irri gating Company be and they are here by required to meet with this board on Monday, the 6th day of Slay, 1507, at t 30 o'clock p. m. at live office of the board at Salem, Oregon, to confer with the board and make such riles and regu lations as may be required and wi the board shall approve fur the purpose of carrying Into, effect the provisions of this resolution. "And it is furtlter resolved that the suit heretofore required to lie instituted against said company by the attorney general for the concellation of it con tract with the state, for an accounting etc., it is hereby ordered not to be filed until further order of the board." The company is not troubled so ruuen witu sage rats at their ranch this year as in former years.
